Title

Substitute resolution to approve selection and engagement with a consultant in compliance with the Collins Settlement Agreement and appropriating funds for this purpose.

 

Analysis

This resolution authorizes the proper City officers to enter into a contract with 21CP Solutions, LLC for the services of a consultant for a cost not to exceed $333,383.00 per annum, potentially through 2030, in accordance with the provisions of a settlement agreement in Collins, et al. v. City of Milwaukee, et al.

 

Body

Whereas, the Common Council has previously approved a resolution authorizing and resulting in a settlement in the lawsuit entitled Collins, et al. v. City of Milwaukee, et al., E.D. Wis. Case no. 17-CV-00234; and

 

Whereas, a provision of that settlement requires the City of Milwaukee to pay the reasonable costs and fees of a consultant to be selected under the terms of that settlement; and

 

Whereas, the Common Council previously authorized the Crime and Justice Institute to serve as consultant, but whose agreement has terminated, requiring a new consultant; and

 

Whereas, the parties to the lawsuit, Collins, et al. v. City of Milwaukee, et al., have engaged in a national search and competitive application process, and have agreed that 21CP Solutions, LLC should provide the services of the consultant as prescribed in the settlement agreement; now therefore be it

 

Resolved, by the Common Council of the City of Milwaukee that the proper City officers are hereby authorized to execute a contract with 21CP Solutions, LLC to perform the services of the consultant as prescribed in the settlement agreement in Collins, et al. v. City of Milwaukee, et al., E.D. Wis. Case no. 17-CV-00234; and be it

 

Further Resolved, that the contract for the consultant shall be for an initial term to expire December 31, 2027, with an annual option to renew for three years thereafter, and shall not exceed the amount of $333,383.00 per annum, prorated for 2025, for the term of that agreement.
