Resolution relating to acceptance and funding of a 2024-2025 Resiliency in Communities After Stress and Trauma grant.
Analysis
This resolution authorizes the Department of Administration - Office of Community Wellness & Safety to accept and fund a 2024-2025 ReCAST grant from the U.S. Department of Health and Human Services (DHHS) as the fourth year of a 5-year award with an amount of $1,000,000 with a city share of $0 and a grantor share of $1,000,000. The purpose of the grant is to provide evidence-based violence prevention and community engagement to assist youth and families to promote community safety and healing.

Whereas, The City of Milwaukee appears to be eligible for grant funds from DHHS to provide evidence-based violence prevention and community youth engagement programs to assist youth and families to promote community safety and healing: and
Whereas, The operation of this grant from 9/30/2024 to 9/29/2025 would cost $1,000,000 of which, $0 (0%) would be provided by the city and $1,000,000 (100%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of Administration - Office of Community Wellness & Safety shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2025 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2024-2025 ReCAST Year 4:

1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2025 Position Ordinance shall be amended as follows:
