Title
Substitute ordinance to further amend the 2006 offices and positions in the City Service under control of the Common Council.
Analysis
This substitute ordinance makes positions changes to the following departments:
Department of Administration-Intergovernmental Relations Division, Common Council-City Clerk, Department of Employee Relations, Fire Department, Health Department, Municipal Court, Department of Neighborhood Services, Police Department, Port of Milwaukee, Department of Public Works-Infrastructure, DPW-Operations.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 050457 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Administration, Intergovernmental Relations Division” add footnote “(Y)” designation to one position of “Legislative Coordinator-Sr.”
Under “Health Department, Disease Control and Prevention Division”, add the title “Bioterrorism Grant - Focus CRI (P)” and add one position of “CRI Program Coordinator (P)(X)”; under “Bioterrorism - Focus A Grant (A)”, delete one position of “Public Health Nurse (X)(G)(A)” and one position of “Public Health Emergency Response Planning Coordinator (X)(A)” and add one position of “Public Health Nurse (X)(G)(A)(P)” and one position of “Public Health Emergency Response Planning Coordinator (X)(A)(P)”; under “Disease Control and Prevention Division” add the title “Childhood Immunization Disparities Grant (YY)” and add two positions of “Health Access Assistant I (X)(YY)” and one position of “Public Health Nurse (.5 FTE) (X)(G)(YY)”; under “Maternal and Child Health Division, Immunization Action Plan Grant (DD)”, delete one position of “Public Health Educator (X)(DD)” and add one position of “Public Health Educator II (X)(DD)”; under “Maternal and Child Health Division, Immunization Action Plan Grant (DD)” , delete one position of “Public Health Educator II (X)(DD)” and add one position of “Public Health Educator II (X)(DD)(P)” and add footnote “(P)” to read as follows: “To expire 8/30/06 unless the Bioterrorism Focus CRI Grant is extended. Also partially funds a Public Health Educator II, Public Health Nurse and Public Health Emergency Response Planning Coordinator”; under “Immunization Action Plan Grant (DD)”, delete one position of “Public Health Educator II (X)(DD) (P)” and one position of “Public Health Nurse (G)(DD)(X)(H)” and add one position of “Public Health Educator II (X)(DD)(P)(YY)” and one position of “Public Health Nurse (G)(DD)(X)(YY)” and delete footnote “(H)” in its entirety and add footnote “(YY)” to read as follows: “To expire 9/20/06 unless the Childhood Immunization Disparities Grant is extended. Also, partially funds a Public Health Educator II and Public Health Nurse positions”; under “Health Department, Maternal and Child Health Division, Comprehensive Home Visiting Grant (E)”, add one position of “Public Health Educator (X)(E)”; under “Women, Infants and Childrens Grant”, delete one position of “Nutritionist (X)(C)” and one position of “Office Assistant II (C )” and add one position of “Nutritionist (.7 FTE)(X)(C )” and one position of “Dietetic Technician (.8 FTE)(X)(C )” and amend footnote “(C )” to read as follows: “To expire 12/31/06 unless the Women, Infants and Childrens Grant, available from the Wisconsin Department of Health and Family Services, is extended.”
Under “Municipal Court, Records and Case Preparation”, delete one position of “Office Assistant IV” and six positions of “Office Assistant II” and add one position of “Court Services Assistant IV” and six positions of “Court Services Assistant II.”
Under “Department of Neighborhood Services, Office of the Commissioner”, delete one position of “Chief Operations Officer (X)(Y)” and add one position of “Neighborhood Services Operations Manager (X)(Y).”
Under “Police Department, Criminal Investigation Bureau”, add the title “Milwaukee Area Human Trafficking Task Force Grant (G)” and add one position of “Detective (G)” and add footnote “(G)” to read as follows: “To expire September 30, 2008 unless the Milwaukee Area Human Trafficking Task Force Grant, available from the US Department of Justice, is extended”; under “Police Department, Safety Division”, delete three positions of School Crossing Guard and three positions of School Crossing (Auxiliary) and add three positions of “School Crossing Guard Operator” and three positions of “School Crossing Guard Dispatcher.”
Under “Port of Milwaukee, General Office, Administration Section”, add footnote designation “(Y)” to one position of “Administrative Assistant III”; under “Engineering Section”, add footnote designation “(Y)” to one position of “Management Civil Engineer-Senior.”
Part 2. Section 1 of ordinance File Number 050457 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 27, 2005 - December 18, 2005):
Under “Department of Public Works, Operations Division, Fleet Services Section”, delete two positions of “Vehicle Evaluator” and one position of “Vehicle Service Writer” and add two positions of “Fleet Equipment Inspector” and one position of “Fleet Equipment Service Writer.”
Part 3. Section 1 of ordinance File Number 050457 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2006 - January 1, 2006):
Under “Common Council-City Clerk, Public Information Division, Television Services Section”, add one position of “Television Production Specialist II” and one position of “Production Technician.”
Under “Department of Employee Relations, Operations Division, Auxiliary Positions”, delete seven positions of “Auxiliary Trainee (0.5 FTE)”, three positions of “Overlap Auxiliary Positions (C) (0.5 FTE)”, five positions of “College Intern” and two positions of “Graduate Intern” and add seventeen positions of “Auxiliary Resource Positions”; under “Research Section” add one position of “Research Assistant (0.65 FTE)”; under “Certification & Salary Services”, delete one position of “Program Assistant I” and add one position of “Program Assistant I (B)” and add footnote “(B)” to read as follows: “One position held by Vaughn Brooks to be soft red-circled at Pay Range 540”; under “Employee Benefits Division, Workers’ Compensation Section”, delete three positions of “Office Assistant III” and add three positions of “Office Assistant III (A)” and add footnote “(A)” to read as follows: “One position held by Mary Turner to be soft red-circled in Pay Range 445; one position held by Faranda Wragg to be soft red-circled in Pay Range 460; one position held by Cathy Faulkner to be soft red-circled in Pay Range 445.”
Under “Fire Department, Firefighting Division Decision Unit”, delete two positions of “Battalion Chief Fire” and add twenty-four positions of “Firefighter”; under “Auxiliary Positions”, delete twenty-four positions of “Firefighter”; under “Supporting Services Decision Unit”, delete one position of “Deputy Chief Fire”; under “Auxiliary Positions”, add one position of “Accounting Assistant III.”
Under “Health Department, Laboratory Services Division”, add one position of “Laboratory Assistant II”; under Healthy Behaviors & Healthcare Access Division”, delete one position of “Employee Assistance Coordinator (X)(0.8 FTE)” and add one position of “Employee Assistance Coordinator (X).”
Under “Department of Neighborhood Services, Nuisance Control Section”, add two positions of “Nuisance Control Officer II”; under “Administrative Services Section”, add one position of “Office Assistant III.”
Under “Department of Public Works, Infrastructure Services Division, Field Operations, Streets & Bridges Decision Unit, Street Maintenance”, add one position of “Street Repair Crew Leader”, one position of “Cement Finisher Helper”, two position of “City Laborer” and one position of “Labor Crew Leader I”; under “Transportation Decision Unit, Traffic & Lighting Design”, add one position of “Engineering Technician V”; under “Operations Division, Fleet Operation/Dispatch Section”, add two positions of “Operations Driver/Worker”’ under “Fleet Services Section”, delete one position of “Fleet Services Manager (X)(Y).”
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 27, 2005 (December 18, 2005).
The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2006 (January 1, 2006).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
