Substitute resolution relative to application, acceptance and funding of the Seek, Test, Treat: Addressing HIV in the Criminal Justice System Grant from Tulane University.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Seek, Test, Treat (STT): Addressing HIV in the Criminal Justice System Grant from Tulane University in the amount of $70,000. The purpose of the project is to implement and evaluate a comprehensive STT program for detainees in the WI prison system that is being released to Milwaukee County.

Whereas, The City of Milwaukee appears to be eligible for grant funds from Tulane University for implementing and evaluating a comprehensive STT program for detainees in the WI prison system that is being released to Milwaukee County.

Whereas, The operation of this grant project from 07/01/14 to 06/30/15 would cost $70,000 provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to Tulane University is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2014 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Seek, Test, Treat (STT): Addressing HIV in the Criminal Justice System Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
- Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
- Expend from the 2014 grant budget funds for training and out-of-town travel by departmental staff;
- Expend from the 2014 grant budget for subcontracts and equipment as specified in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2014 Positions Ordinance C.C. File Number 130420, should be amended as follows:
