Resolution directing the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation for the implementation, operation and maintenance of an Adaptive Signal Control system at three signalized intersections affected by the Zoo Interchange reconstruction, with the total cost of the Adaptive Signal Control system being funded by the Wisconsin Department of Transportation.
Analysis
This resolution directs the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation for the implementation, operation and maintenance of an Adaptive Signal Control system at three signalized intersections on West Wisconsin Avenue under the jurisdiction of the City of Milwaukee that will be affected by Zoo Interchange reconstruction during the 2014 thru 2018 time period. The total cost of the Adaptive Signal Control system will be funded by the Wisconsin Department of Transportation with no cost to the City.
Body
Whereas, The Wisconsin Department of Transportation will be begin Reconstructing the Zoo Interchange area between Lincoln Avenue on the south, west of Underwood Parkway on the west, Burleigh St. on the north and 70th Street on the east in 2013 and 2014; and      
 
Whereas, Construction activity on the Zoo Interchange and the related closure of Watertown Plank Road in 2014 near the Zoo Freeway is expected to result in the diversion of traffic onto West Wisconsin Avenue during this and subsequent portions of the project; and
 
Whereas, Adaptive Signal Control technology is the most advanced type of traffic signal control available and is best able to respond to changing traffic patterns and congested traffic conditions expected with various stages of the Zoo Interchange reconstruction project; and
 
Whereas, The Wisconsin Department of Transportation has prepared a Letter of Agreement to be executed by the City of Milwaukee, to authorize the Wisconsin Department of Transportation to purchase, install, test and operate the  necessary Adaptive Signal Control equipment to be installed in City owned traffic control signals; and
 
Whereas, The total cost of the purchase, installation, testing and operation of the Adaptive Signal Control system will be funded by the Wisconsin Department of Transportation with no cost to the City of Milwaukee, now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby directed to execute the Letter of Agreement to provide for the installation and operation of the Adaptive Signal Control system at three intersections under the jurisdiction of the City of Milwaukee, copies of which are attached and incorporated in this resolution by reference as though set forth in full.
