Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation (WISDOT) for the design and construction of intersection modifications at West Silver Spring and North Teutonia Avenue with 90% Federal/State Aid under the Hazard Elimination Safety Program (H.E.S.). This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the preliminary engineering of the project. The estimated construction cost of the project is $750,000, of which the City's share is $75,000. The estimated design engineering cost for this project is $100,000 of which the City's share is $10,000.

Whereas, Preliminary approval has been requested and received from the WISDOT along with the agreement to be executed by the City of Milwaukee for the design and construction of intersection modifications at West Silver Spring Drive and North Teutonia Avenue with 90% Federal/State Aid under the Hazard Elimination Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute a Project Agreement for the design and construction of intersection modifications at West Silver Spring Drive and North Teutonia Avenue with 90% Federal/State Aid under the Hazard Elimination Safety Program, a copy of which is attached to Common Council Resolution File No. 040866, and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the improvement of the intersection of West Silver Spring Drive and North Teutonia Avenue and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
