Analysis
This resolution amends Common Council File 001450 relative to the Metropolitan Medical Response System grant.  The purpose of the grant is to equip the City of Milwaukee emergency responders to manage human health consequences resulting from the use of chemical or biological weapons by terrorists.
Body:
Whereas, Common Council File 001450 authorizes the Milwaukee Fire Department to apply for, accept and fund a Metropolitan Medical Response System Grant from the US Department of Health and Human Services for the purpose of equipping the City of Milwaukee emergency responders to manage human health consequences resulting from the use of chemical or biological weapons by terrorists.  This grant provided for a Grantor share total of $350,000; and
 
Whereas, The Grantor share for this program is increased by $250,000; and the total cost is increased by $250,000; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to US Department of Health and Human Services is authorized and the Milwaukee Fire Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.    Commit funds within the Project/Grant Parent of the 2003 Special Revenue Grant and Aid Projects, fund the following amounts for the program/project titled Metropolitan Medical Response System:

2.    Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Fire Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Expend from the 2003 grant budget funds for specific items of equipment;
 
3.  Expend from the 2003 grant budget funds for training and out-of-town travel by department staff.
