Title
Resolution authorizing the issuance of a permit to Super Excavators Inc. allowing occupancy of South Austin Street between East Howard Avenue and East Wilbur Avenue for purposes of constructing relief sewer improvements.
ANALYSIS
This resolution authorizes Super Excavators Inc. to occupy the entire street of South Austin Street at two locations between East Howard Avenue and East Wilbur Avenue for purposes of constructing the Warnimont Avenue relief sewer. The project is being undertaken by the Milwaukee Metropolitan Sewerage Commission and is intended to provide additional capacity in the existing interceptor serving the area. The goal is to prevent basement backups during major rain events. Different portions of the Austin Street will be occupied during the course of the construction project which is expected to last from approximately October 25, 2006 until early July of 2007.
BODY
Whereas, Super Excavators Inc. has been awarded a contract by the Milwaukee Metropolitan Sewerage District to construct improvements to the Warnimont Avenue relief sewer; and
Whereas, Construction of these improvements is expected to take a little over eight months beginning in October of 2006 and lasting until July of 2007; and
Whereas, The project will involve significant construction activity in South Austin Street between East Wilbur Avenue and East Howard Avenue; and
Whereas, Sewer construction work will include excavation of shafts at manhole locations and tunneling between those points; and
Whereas, Two major excavation points on South Austin Street will require full closure of the street to all but local traffic during the course of construction; and
Whereas, Super Excavators will be sending an explanatory letter to affected property owners and will maintain access to all properties in the affected area throughout the project; and
Whereas, Super Excavators will be required as a condition of any occupancy permit to submit a traffic control plan to the Department of Public Works showing how access will be maintained; and
Whereas, The Commissioner of Public Works may approve temporary occupancy of up to one third of public rights-of-way while temporary use beyond that point must be approved by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the appropriate City officials are hereby authorized to issue a permit to Super Excavators Inc. allowing occupancy of portions of South Austin Street between East Wilbur and East Howard Avenues in excess of the one-third administrative limit; and, be it
Further Resolved, That the occupancy permit shall be good for a period not to exceed nine months.
