Title
Substitute resolution authorizing the solicitation of lease proposals for the temporary relocation of the City Hall office of the City Attorney.
Analysis
This resolution authorizes the Commissioner of Public Works, in consultation with the City Attorney, to develop specifications for the temporary relocation of the entire City Hall office of the City Attorney and, once those specifications have been approved by the Common Council, to solicit proposals from owners and/or owners' agents of commercial buildings in close proximity to City Hall.  The Commissioner shall then recommend a lease to the Common Council for approval.  This relocation is necessitated by the City Hall restoration project.  It is anticipated that relocation of the City Attorney's Office will occur in the spring of 2006 and last approximately 3 years.  
Body
Whereas, The Commissioner of Public Works ("Commissioner") has awarded a contract for the City Hall Restoration Project to J.P. Cullen & Sons, Inc.; and
 
Whereas, In order to accommodate the restoration work, the entire City Hall office of the City Attorney must be relocated for a period of approximately 3 years, commencing in the spring of 2006; and
 
Whereas, The Common Council is authorized, pursuant to s. 62.22(1), Wis. Stats., adopted November 6, 2002, via Common Council File No. 020935, to lease property for appropriate public purposes; and
 
Whereas, The Common Council finds that the leasing of property for the relocation of the City Hall office of the City Attorney is an appropriate public purpose; and
 
Whereas, The Common Council deems that the most appropriate method of obtaining such a lease is for the Commissioner, in consultation with the City Attorney, to develop lease specifications and then solicit lease proposals based upon those specifications from commercial office building owners and/or owners' agents, owning buildings in close proximity to City Hall; and
 
Whereas, Once the Commissioner has received such proposals, he shall evaluate them, in consultation with the City Attorney, and recommend a lease to the Common Council for approval; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner, in consultation with the City Attorney, shall develop specifications for the temporary relocation (for a period or approximately 3 years) of the City Hall office of the City Attorney to a site within close proximity of City Hall and, upon completion, submit those specifications to the Common Council for review and approval prior to soliciting proposals from the owners and/or owners' agents of commercial buildings in close proximity to City Hall; and, be it
 
Further Resolved, That, once the specifications have been approved, the Commissioner shall solicit proposals for temporary relocation of the City Hall office of the City Attorney and shall, in consultation with the City Attorney, review all proposals received and  recommend a lease to the Common Council for approval.
