Resolution authorizing application, acceptance, and funding of a Planning Grant in the amount of $16,500 from the Federal Emergency Management Agency for the development of an All Hazards Mitigation Plan and authorizing the Commissioner of Public Works to enter into an agreement with the Southeastern Wisconsin Regional Plan Commission for plan preparation.

Analysis

This resolution authorizes the application, acceptance, and funding of a $16,500 planning grant from FEMA for the development of an All Hazards Mitigation Plan.  The City must have such a plan in place by March of 2004 in order to be eligible for disaster assistance funding in the event of a declared disaster.  A local match equal to 25% of the overall cost of plan preparation is required.  In this case, the local match would equal $5,500 and is anticipated to come from in-kind contributions during the planning process.  The Southeastern Wisconsin Regional Plan Commission would prepare the plan.  An agreement between the City and SEWRPC outlining this arrangement has been prepared.  This resolution authorizes the Commissioner of Public Works to execute the agreement on the City's behalf.

 

Body

Whereas, Federal law requires communities to have an adopted All Hazards Mitigation Plan in place by March of 2004 in order to remain eligible for federal disaster relief funds in the event of a declared disaster; and

 

Whereas, The estimated cost to prepare such a plan is $22,000; and

 

Whereas, The City of Milwaukee has been awarded a $16,500 grant (75% of the plan cost) on the condition that it provide the remaining match of $5,500 (25% of the plan cost); and

 

Whereas, The Southeastern Wisconsin Regional Plan Commission (SEWRPC) is willing to prepare the All Hazards Mitigation Plan and is in the best position to do so because of its work on the City's Flood Mitigation Plan; and

 

Whereas, An agreement between the City of Milwaukee and the Southeastern Wisconsin Regional Plan Commission outlining the responsibilities of both parties has been drafted; and

 

Whereas, That agreement stipulates that SEWRPC will prepare the plan at a cost of $16,500 with the City providing in-kind assistance having a value of at least $5,500; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that application to the Federal Emergency Management Agency is authorized and the Department of Public Works shall accept this grant without further approval; and, be it

 

Further Resolved, That funding of a planning grant using the cost participation terms specified above is approved; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.                     Commit Funds within the Project/Grant Parent of the 2002 Special Revenue Grant and Aid Projects Fund in the following amount for the program titled All Hazards Mitigation Plan – Planning Grant:

2.                     Establish the necessary City Share Project Values and create a Special Revenue Fund – Grant and Aid Projects and the necessary Grant Chartfield Values at the Project, Segment, Phase and/or Activity Levels; and to budget to the Project, Segment, Phase or Activity Level the amounts required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budget and incur costs consistent with the grant award; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to enter into an agreement with the Southeastern Wisconsin Regional Plan Commission regarding the preparation of the All Hazards Mitigation Plan, the funding of SEWRPC's planning activities, and the City's provision of in-kind services as the local match required under the terms of the grant.
