Title
Resolution relating to the composition of the City-County Heroin, Opioid, and Cocaine Task Force.
Analysis
This resolution amends the membership of the City-County Heroin, Opioid, and Cocaine Task Force by adding a representative from an area of community recovery to be appointed by the chair of the City-County Heroin, Opioid, and Cocaine Task Force.
Body
Whereas, The City-County Heroin, Opioid, and Cocaine Task Force (Task Force) was created by Common Council Resolution File Number 161061 on January 18, 2017, for the purpose of addressing the problem of rising prevalence of opioid, heroin, synthetic analog, and cocaine (in both powder and crack form) misuse and addiction in Milwaukee and to make evidence-based recommendations to reduce fatal and nonfatal overdose within the community; and
Whereas, The membership of the Task Force was amended by Common Council Resolution File Number 161741 adopted on March 28, 2017, Resolution File Number 201701 adopted on May 4, 2021, and Common Council Resolution File Number 221702 adopted on February 28, 2023; and
Whereas, The Task Force has determined that a representative from an area of community recovery would be beneficial to the ongoing work of the Task Force; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the “Resolved” clause of Common Council Resolution File Number 161061, adopted on January 18, 2017, as amended by Common Council Resolution File Numbers 161741, 171641, 201701 and 221702, is deleted, and the following “Resolved” clause is inserted in lieu thereof:
“Resolved, By the Common Council of the City of Milwaukee, that a City-County Heroin, Opioid, and Cocaine Task Force is created and shall consist of:
1. Two Common Council members appointed by the Common Council President.
2. The Commissioner of Health or the Commissioner’s designee.
3. The Chief of the Milwaukee Police Department or the Chief’s designee.
4. One representative selected by the Milwaukee County Intergovernmental Cooperation Council.
5. One representative of the community appointed by the Mayor.
6. One representative of the medical profession appointed by the Mayor.
7. Four members to be appointed by the County Executive.
8. One person who is recovering from addiction to heroin, opioids, and/or cocaine appointed by the Director of the Department of Health and Human Services.
9. One person who is a law enforcement professional appointed by the Chair of the Task Force.
10. One representative from an area treatment center to be appointed by the Chair of the Task Force.
11. One representative from an area of community recovery to be appointed by the Chair of the Task Force.
