Analysis
This ordinance:
1. Directs the safety commission to establish, in consultation with the police department, standards for the location of school crossing guards. The commission shall request comments from the police department and the public relating to new locations of crossing guards, the relocation of crossing guards or the elimination of crossing guard protection. The commission is further authorized to conduct public hearings relating to the location of crossing guards. The commission shall recommend to the common council the need for school crossing guards at particular locations based on the established standards and input from the police department and general public.
2. Requires the safety commission to prepare and submit to the common council an annual report on motor vehicle traffic accident trends. This report shall include comprehensive accident data, a narrative interpreting the data and tables or charts highlighting locations with high accident frequencies. The police department and the department of public works shall assist the commission in preparing the report.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-27 of the code is repealed and recreated to read:
320-27. Safety Commission. 1. CREATION. There is created a safety commission for the city consisting of 18 members appointed by the mayor from the citizens of the city and confirmed by the common council. Six members shall be appointed or reappointed each year, for a term of 3 years to commence on June 1st.
2. OFFICERS. The safety commission shall select from among its members a chair, vice-chair and secretary. It shall be the duty of the secretary to call meetings of the commission, to keep minutes of its meetings and accounts, and to advise city officials as to the work and recommendations of the commission.
3. COMMISSION DUTIES. a. General. It shall be the duty of the safety commission to investigate, advise and report to the mayor, common council, police department and commissioner of public works and other city officials concerning the best methods of providing for the safety and convenience of the public in matters of safety and to give the greatest possible publicity as to safety precautions.
b. Crossing Guards. The commission shall establish standards for the location of school crossing guards after consultation with the police department, and shall request comments from the police department and the public relating to new locations of crossing guards, the relocation of crossing guards or the elimination of crossing guard protection.
