Title

Substitute resolution reserving and appropriating up to $50,000 from the 2007 Common Council Contingent Fund to hire a consultant to review and evaluate the condition of the City of Milwaukee’s streets and related maintenance and reconstruction procedures.

Analysis

This resolution reserves and appropriates up to $50,000 from the 2007 Common Council Contingent Fund to the Department of Administration’s Operations Account for Professional Services for the Budget and Management Division to hire a consultant to review and evaluate the physical condition of the City of Milwaukee’s streets and related maintenance and reconstruction procedures.  The resolution specifies that the Budget and Management Division - DOA shall prepare a request for proposal to solicit consultants experienced in conducting the review and evaluation of street conditions and related maintenance and reconstruction procedures.

 

Body

Whereas, In recent years, the number of residential street reconstruction projects in the City of Milwaukee has decreased due to the affected property owners’ objections to either the need for the work to be done or to the special assessment to be charged to the property owner; and

 

Whereas, The City’s on-going fiscal challenges have resulted in a reduction in preventive maintenance and repair work on City streets; and

 

Whereas, The combination of the decrease in residential street reconstruction projects resulting from objections by the affected property owners, and the reduction in the City’s preventive street maintenance and repair work, have contributed to deterioration of the City’s infrastructure and the City’s overall appearance; and

 

Whereas, The hiring of an independent consultant to review and evaluate the physical condition of the City’s streets and related maintenance and reconstruction procedures would benefit City policymakers in determining if the streets are being adequately maintained and reconstructed in a cost-effective manner; and

 

Whereas, Such an independent report would also assist the City of Milwaukee in its long-range strategic planning for capital improvement budget purposes; now, therefore, be

 

Resolved, By the Common Council of the City of Milwaukee, that the sum of up to $50,000 shall be reserved and appropriated from the 2007 Common Council Contingent Fund (Account Number 0001 9990 C001 006300) to the Department of Administration’s Operating Expenditures Account for Professional Services (Account Number 001 1512 R999 634000) for the purpose of hiring a consultant to review and evaluate the physical condition of the City of Milwaukee’s streets and related maintenance and reconstruction procedures and activities; and, be it

 

Further Resolved, That the Budget and Management Division - DOA is requested to prepare and release a request for proposal to solicit responses from consultants experienced in conducting the review and evaluation of street conditions and related maintenance and reconstruction procedures and activities; and be it

 

Further Resolved, That the independent consultant’s report shall include, but not be limited to, review and evaluation of the following:

 

1.                     The City’s street replacement cycle to determine if the current replacement cycle is adequate.

2.                     The City’s reconstruction process to determine if cost-effective alternatives could be implemented that would lead to fewer resident objections to residential street reconstruction projects.

3.                     The City’s street maintenance activities, including staffing levels, to determine if cost-effective alternatives could be implemented that would lengthen the time before a street requires reconstruction.

Further Resolved, That the consultant’s report shall be completed and submitted to the Common Council within 6 months of the adoption of this resolution.
