Title

A substitute ordinance to further amend the 2017 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Common Council - City Clerk, Department of City Development, Election Commission, Department of Employee Relations, Health Department, Library, Department of Neighborhood Services, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Pay Range 1BX, delete the title of “Medical Assistance Program Supervisor”.

 

Under Pay Range 1DX, add the titles “Healthcare Access Program Manager”, “Library Business Manager”, Property Management Program Coordinator”, and delete the title “General Accounting Manager”.

 

Under Pay Range 1IX, delete the title “Election Commission - Executive Director”.

 

Under Pay Range 1KX, add the title “Election Commission - Executive Director”.

 

Part 2.  Part 1, Section 2 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Pay Range 2EN, delete the title “Associate Planner (1)”.

 

Under Pay Range 2EX, add the titles “Associate Planner (3)” and “Health Project Coordinator - Empowering Families of Milwaukee” and footnote “(3)” to read as follows:

 

“(3)                     Recruitment is at $1,975.30 and may be up to $2,245.10 with the approval of DER.”

 

Under Pay Range 2HN, delete the title “Senior Planner (15)” and delete footnote “(15)” in its entirety.

 

Under Pay Range 2HX, delete the title “Property Management Program Coordinator” and add the titles “Senior Planner (4)” and “Senior Planner - Architectural Design (4)” and footnote “(4)” to read as follows:

 

“(4)                     Recruitment is at $2,307.70 ($60,000.20).”

 

Part 3.  Part 2, Section 9 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Part II Section 9 - Supplemental Pay Practices, delete and replace paragraph “I.” with the following:

 

“I.                     Hours worked by Department of Public Works employees in response to a call out by management for snow and ice operations will be considered overtime hours and compensated in accordance with applicable provisions of the Milwaukee Code of Ordinances Chapter 350-3.  To be eligible for such overtime provision, eligible employees must perform snow and ice related duties outside of regular work schedules in response to an emergency call out.  For purpose of this provision, eligible employees include members of the A, B, and C Teams and other personnel assigned by the DPW Commissioner to support emergency snow and ice operations as provided in this section.  Activities included under “snow and ice operations” are to be determined at the discretion of the DPW Commissioner.  In no case shall an employee receive both a per hour premium payment authorized under Section 9 (G) and overtime hours under this section.”

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Parts 1, 2 and 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2017 (January 1, 2017).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 6.  This ordinance will take effect and be in force from and after its passage and publication.
