This resolution appropriates $100,000 from the Department of City Development's Riverfront and Other Downtown Planning and Improvement Fund for the design work related to the proposed reconstruction of the Lake Michigan seawall running north of the Municipal Pier to the south line of East Wisconsin Avenue, extended. This resolution authorizes the Commissioner of City Development to disburse the sum of $100,000 as the City of Milwaukee's contribution to the design work associated with the seawall reconstruction project.
BODY:
Whereas, The Milwaukee Art Museum is undertaking the construction of an expansion of its facilities located immediately to the south of the existing Milwaukee County War Memorial Center building; and
 
Whereas, The City of Milwaukee, by and through its Board of Harbor Commissioners, has entered into an Easement and Lease Agreement for Port property located north of East Michigan Street, extended; and
 
Whereas, The Milwaukee Art Museum has proposed to reconstruct the seawall adjoining the easement and leasehold area in addition to that portion of certain County property north and adjacent thereto which is the current site of the Milwaukee Art Museum and its expansion which provides for several enhancements to the seawall such as:
 
1. A walkway overhanging and concealing the armor rock which provides a cleaner, more aesthetic appearance at the water's edge, and which also will conceal flotsam and reduce overtopping waves during storms.
 
2. Projections into the lake located at both the existing museum and directly in front of the location of the new museum under the sunscreen, which will increase opportunities for public use and provide added weather protection to the lakeside facades of both buildings.
 
3. Steps down to the water on the City property; and
 
Whereas, The proposed Milwaukee Art Museum enhancements to the armor rock seawall will impact City of Milwaukee land in addition to Milwaukee County land; and
 
Whereas, The Milwaukee Art Museum has requested the City to contribute to the cost of the design of said seawall improvements as noted above; and
 
Whereas, To simplify and expedite said seawall work, Milwaukee County has offered to be the lead agency to design and construct any seawall improvements along this stretch of Lake Michigan shoreline; and
 
Whereas, The Common Council desires to assist the Milwaukee Art Museum and Milwaukee County in the design of the seawall expansion and reconstruction project by contributing the sum of $100,000 toward the overall design budget of approximately $355,000; and
 
Whereas, By appropriating said funds, the Common Council and the Board of Harbor Commissioners reserve the right to approve of the ultimate design program for this shoreline and recognize that the provision of said funds does not obligate the City to approve any such design program nor to fund the construction of same; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the sum of $100,000 is committed toward conceptual design and engineering for seawall improvements along the Lake Michigan shoreline running north of the Municipal Pier to the Milwaukee Art Museum/Milwaukee County War Memorial property in connection with the Milwaukee Art Museum's expansion project; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer the sum of $100,000 from the Department of City Development's Riverfront and Other Downtown Planning and Improvement Fund Account No. 31-618-0001 to the Milwaukee Art Museum Shoreline Design Project Subpurpose Account; and, be it
 
Further Resolved, That the Commissioner of City Development is authorized to disburse the sum of $100,000 to Milwaukee County as a contribution toward the design costs associated with the Milwaukee Art Museum's shoreline design project upon receipt of a complete set of the planning, design and construction documents which are the deliverables for this design effort; and, be it
 
Further Resolved, That the disbursement of said funds is contingent on the inclusion of all appropriate City and Port staff in the planning and design review process for this shoreline improvement project; and, be it
 
Further Resolved, That any alteration to the City of Milwaukee-owned shoreline is subject to the approval of the Board of Harbor Commissioners and the City of Milwaukee; and, be it
 
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to provide all such assistance necessary to further the intent and purpose of this resolution.
