BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 2 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Salary Grade 004, add the title "Tow Lot Assistant Manager".
 
Under Salary Grade 006, add the title "Procurement Administrator" and add the footnote designation "1/" following the title "Safety Supervisor" to read as follows: "The incumbents of positions in this class, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, to receive 4.8% additional biweekly salary as compensation for such overtime work."
 
Under Salary Grade 007, add the title and "Tow Lot Manager."
 
Part 2. Section 3 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 220, delete the title "Tow Yard Attendant" and add the title "Tow Lot Attendant."
 
Under Pay Range 235, add the title "Tow Lot Crew Leader."
 
Part 3. Section 8 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Delete Pay Range 549 in its entirety and recreate it as follows:

1/ Employees in these job classifications assigned by the Commissioner of Building Inspection as a project leader will receive one additional pay step while working in that capacity. If the employee assigned as project leader is being paid at the maximum of the range, he or she will receive a rate 3% above the biweekly maximum of the range while working as a project leader.
 
2/ The fourth step of the pay range is reserved for those employees who have obtained an associate's degree in civil engineering, architecture, construction management, construction technology, or a field closely related to construction. Consideration will also be given for the attainment of professional licenses such as that of Professional Engineer or Professional Architect.
 
The fifth step of the pay range is reserved for those employees who have obtained a bachelor's degree in civil engineering, architecture, construction management, construction technology, or a field closely related to construction. Consideration will also be given for the attainment of professional licenses such as that of Professional Engineer or Professional Architect."
 
Part 4. Section 23 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Pay Range 906, add a fourth pay step of $6.44 per hour and delete and recreate footnote "1/" to read: "Salary advancements to next succeeding step to be after 4 months of service upon recommendation by the department."
 
Create a new Pay Range 950 as follows:

Under Salary Grade 004, add the title "Fire Dispatch Supervisor."
 
Under Salary Grade 007, add the title "Fire Dispatch Manager."
 
Part 6. Section 22 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Services is hereby amended as follows (Effective sixty (60) days following approval by the Common Council):
 
Under Pay Range 862 following the title "Assistant Chief Dispatcher of Fire Alarm and Telegraph", add footnote "2/" as follows: "Position of Assistant Chief Dispatcher of Fire Alarm and Telegraph to be classified as Fire Dispatch Supervisor upon vacation by Lawrence Kubiak."
 
Under Pay Range 863, following the title "Chief Dispatcher of Fire Alarm and Telegraph", add footnote "3/" as follows: "Position to be classified as Fire Dispatch Manager, Salary Grade 007, upon vacation by Anthony Stanford."
 
Part 7. Section 3 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 1997 - December 29, 1996):
 
Under Pay Range 205, delete footnote "1/" and substitute the following: "1/ Employees to be paid at the following biweekly rates while working in the Department of Public Works-Sanitation Division: $843.24, 910.36, 950.62, 971.86, 992.99, 1,014.13 and 1,038.21."
 
Part 8. Section 5 of ordinance File Number 970830 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 1997 - December 29, 1996):
 
Under Pay Range 400, delete the first paragraph after the footnotes and substitute the following paragraph: "Employees represented by Local 61, Laborers' International Union in the Department of Public Works-      Sanitation Division, shall be paid the following biweekly rates: $691.92, 754.11, 787.87, 803.71, 820.81, 839.22, 857.66 and 876.06."
 
Under Pay Range 404, delete the first paragraph in its entirety.
 
Under Pay Range 410, delete the first paragraph after the footnotes and substitute the following paragraph: "Employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $818.03, 838.14, 876.06, 897.16, 918.30, 939.33 and 963.28. In addition, above employees eligible for the Clerical Merit Increment shall be paid the following biweekly rate: $985.02."
 
Under Pay Range 425, delete the first paragraph after the footnotes and substitute the following paragraph: "Employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works, shall be paid the following biweekly rates: $939.33, 963.28, 984.95, 1,009.42 and 1,035.13. In addition, above employees eligible for Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,062.33. Two increments: $1,090.78."
 
Under Pay Range 435, delete the first paragraph after the footnotes and substitute the following paragraph: "Employees represented by Local 61, Laborers' International Union in the Department of Public Works-      Sanitation Division, shall be paid the following biweekly rates: $981.86, 1,005.75, 1,027.48, 1,051.88 and 1,077.58. In addition, above employees eligible for Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,104.60. Two increments: $1,133.06."
 
Under Pay Range 445, delete the first paragraph after the footnote and substitute the following paragraph: "With the exception of the Communications Assistant III position, employees represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works, shall be paid the following biweekly rates: $1,029.44, 1,053.85, 1,079.65, 1,106.72 and 1,135.23. In addition, above employees eligible for the Clerical Merit Increments shall be paid the following biweekly rates: One increment: $1,165.72. Two increments: $1,200.26. Three increments: $1,237.39. Employees in the Communications Assistant III position and represented by Local 61, Laborers' International Union in the Sanitation Division of the Department of Public Works shall be paid the following biweekly rates: $1,030.86, 1,055.26, 1,080.96, 1,107.99 and 1,136.44."
 
Under Pay Range 455, delete the first paragraph after the footnote and substritute the following paragraph: "Employees represented by Local 61, Laborers' International Union in the Department of Public Works-      Sanitation Division, shall be paid the following biweekly rates: $1,080.96, 1,107.99, 1,136.44, 1,166.87 and 1,201.36."

Under Pay Range 500, delete the paragraph referring to rates of pay for employees not represented by a certified bargaining unit.

Under Pay Ranges 981, 983, 985 and 991, add the footnote designation "2/" following each title and add the following footnote under each pay range: "2/ Effective Pay Period 5, 1998 (February 22, 1998), employees in job classifications in this pay range who perform lead      abatement duties which under federal regulations require the use of respirators and personal protective clothing shall receive an additional thirty-five cents ($0.35) per hour while performing such duties."
 
Under Pay Ranges 982, 986, 989, 990, 992 and 993, add the footnote designation "1/" following each title and add the following footnote under each pay range: "1/ Effective Pay Period 5, 1998 (February 22, 1998), employees in job classifications in this pay range who perform lead abatement duties which under federal regulations require the use of respirators and personal protective clothing shall receive an additional thirty-five cents ($0.35) per hour while performing such duties."
 
Part 20. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 21. The provisions of Parts 5 and 6 of this ordinance are deemed to be in force and effect sixty (60) days following approval by the Common Council.
 
The provisions of Parts 7-11 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1997 (December 29, 1996).
 
The provisions of Part 12-17 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1998 (December 28, 1997.)
 
The provisions of Part 18 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 1998 (January 25, 1998).
 
The provisions of Part 19 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 1998 (February 22, 1998).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
 
Part 22. This ordinance will take effect and be in force from and after its passage and publication.
