Title
A substitute ordinance to further amend the 2018 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
City Attorney, Common Council - City Clerk’s Office, Fire Department, Library, Municipal Court, Department of Neighborhood Services, Department of Public Works, Special Purpose Account - Board of Zoning Appeals

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 1HX, add footnote “(1)” as follows:
“(1) Recruitment may be at any rate in the range with the approval of DER and the Chair of the Committee on Finance and Personnel.”
Part 2. Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):
Under Pay Range 1EX, amend footnote “(7)” to read as follows:
“(7) Recruitment is at 2,510.03 (65,260.88) and may be at any point in the range with the approval of DER and the Chair of the Committee on Finance and Personnel.”
Under Pay Range 1GX, add designation “(5)” to the title “Fire Dispatch Manager” and footnote “(5)” to read as follows:
“(5) Recruitment is at 2,685.74 (69,829.14) and may be at any point in the range with the approval of DER and the Chair of the Committee on Finance and Personnel.”
Under Pay Range 1IX, add designation “(2)” to the title “Fire Information Technology Manager”.
Part 3. Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):
Under Pay Range 1CX, delete the title “Court Administrative Coordinator”.
Part 4. Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2018 - March 25, 2018):
Under Pay Range 1DX, add the title “Personnel Officer”.
Under Pay Range 1FX, delete the title “Special Assistant to the City Attorney”.
Part 5. Part 1, Section 1 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2018 - April 22, 2018):
Under Pay Range 1HX, add the title “Fire Information Systems Manager (5)” and add footnote “(5)” to read as follows:
“(5) Recruitment at any point in the range with the approval of DER and the Chair of the Committee on Finance and Personnel.”
Part 6. Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2GX, add the title “Systems Analyst - Associate”.
Under Pay Range 2LX, remove the title “Information Technology Manager - Milwaukee Fire Department”.
Part 7. Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):
Under Pay Range 2FN, amend footnote “(9)” to read as follows:
“(9) Career Ladder Position. Minimum recruitment is at $2,345.83. A Fire Dispatcher-Senior will advance to the appropriate increment in the following range upon certification by the Fire Chief as having attained and maintained at all times the required credentials and demonstrated job performance: 2,345.83, 2,469.93, 2,600.60 (60,991.48, 64,218.18, 67,615.60).”
Part 8. Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):
Under Pay Range 2DN, add the title “Administrative Support Specialist”.
Under Pay Range 2FX, delete the title “Management Accounting Specialist” and add the title “Workforce Outreach Specialist”.
Part 9. Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2018 - March 25, 2018):
Under Pay Range 2HX, add the title “Business Finance Officer”.
Part 10. Part 1, Section 2 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2018 - April 22, 2018):
Under Pay Range 2EX, add designation “(4)” to the title “Systems Analyst-Assistant” and add footnote “(4)” to read as follows:
“(4) Recruitment may be at any rate in the pay range based upon experience and credentials with DER approval.”
Under Pay Range 2IX, add designation “(6)” to the title “Systems Analyst-Senior”.
Under Pay Range 2JX, add designation “(6)” to the title “Functional Applications Analyst-Senior” and add footnote “(6)” to read as follows:
“(6) Recruitment may be at any rate in the pay range based upon experience and credentials with DER approval.”
Part 11. Part 1, Section 5 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):
Under Pay Range 5IN, delete the title “Fire Equipment Dispatcher (2)(3)(7)(8)”, add the title “Fire Dispatcher (2)(7)(8)”, and amend footnotes “(7)” and “(8)” to read as follows:
“(7) Career Ladder Position. Minimum recruitment is at $1,782.59. A Fire Dispatcher will advance to the appropriate increment in the following range upon certification by the Fire Chief as having attained and maintained at all times the required credentials and demonstrated job performance: 1,782.59, 1,877.25, 1,976.93, 2,081.90, 2,192.36 (46,347.43, 48,808.38, 51,400.11, 54,129.45, 57,001.38). A Fire Dispatcher who reaches and remains at step five for 26 pay periods is eligible to receive a 2% lump sum if they otherwise meet the criteria at or above step five of the career ladder.”
“(8) Career Ladder Assignments. A Fire Dispatcher assigned to Lead duties by the Fire Chief to be paid at the appropriate increment of 2,258.13 or 2,325.88 (58,711.42 or 60,472.77) upon certification by the Fire Chief as having attained and maintained at all times the required credentials and demonstrated job performance. A Fire Dispatcher assigned to Fire Dispatcher-Senior duties to be paid 2,345.83 (60,991.48) while on that assignment.”
Part 12. Part 1, Section 7 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):
Under Pay Range 7MN, add the title “Carpenter Leadworker (2)(4)” and delete the title “Carpenter Leadworker (Auxiliary) (2)(4)”.
Part 13. Part 1, Section 10 of ordinance File Number 170680 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2018 - April 22, 2018):
Under Pay Range BC2, delete designation “(1)” from the title “Administrative Officer, BOZA (1)”, delete footnote “(1)” in its entirety, and delete and replace the official rate biweekly in its entirety as follows:
“Biweekly 1,533.30
Annual 39,865.80”
Part 14. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 15. The provisions of Parts 2, 7, and 11 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2017 (January 1, 2017).
Part 16. The provisions of Parts 3, 8, and 12 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2018 (December 31, 2017).
Part 17. The provisions of Parts 4 and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2018 (March 25, 2018).
Part 18. The provisions of Parts 5, 10, and 13 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2018 (April 22, 2018).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 19. This ordinance will take effect and be in force from and after its passage and publication.
