Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $10,827,000 for a total estimated cost of these projects being $11,242,000.

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $10,827,000.  The total estimated cost of these projects is $11,242,000.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

1st Aldermanic District

 

Meaux Park (W. Villard Ave. - N. 22nd St. to N. Green Bay Ave.) (SM499240007) File Number 231464: Installing Bioswales. (Nonassessable Water Quality Fund -- $217,000). The total estimated cost of this project including the requested amount is $247,000. This project is anticipated to be completed during the 2025 construction season.

 

5th Aldermanic District

 

Lindsay Park (W. Marion St., W. Congress St., N. 84th St., N. 87th St.) (SM499240009) File Number 231464: Installing Bioswales. (Nonassessable Water Quality Fund -- $185,000). The total estimated cost of this project including the requested amount is $215,000. This project is anticipated to be completed during the 2025 construction season.

 

9th Aldermanic District

 

W. Dean Rd. - N. 72nd St. to N. Servite Dr. (SM499240011) File Number 231464: Installing Bioswales. (Nonassessable Water Quality Fund -- $270,000). The total estimated cost of this project including the requested amount is $300,000. This project is anticipated to be completed during the 2025 construction season

 

10th Aldermanic District

 

W. Vliet St. - N. 50th St. to N. 53rd St. (SM495230045) File Number 231140: Combined sewer relay and lining. (Nonassessable Sewer Maintenance Relay Fund -- $920,000). The total estimated cost of this project including the requested amount is $940,000. This project is anticipated to be completed during the 2025 construction season.

 

Various Districts

 

Bridge Safety Inspection (BR100240102) File Number 231298: Federal and State mandated safety inspection of in-service bridges. (Non-assessable Structure Fund $75,000 Additional Funds).  The total estimated cost for this project is $365,000.  This project is anticipated to be completed during the 2024 construction season.

 

Replacement Lighting Various City Locations - area bounded by Center Street to Silver Spring Drive Lake Michigan to 124th Street (ST3202407XX) File Number 240136:  Replacing street lighting.  This project is anticipated to be completed during the 2025 construction season.

 

Grantor Reimbursable Fund - $2,960,000

City Share Non-Assessable  Fund - $740,000

 

These funds are to be transferred to the construction account (ST3202407XX) (2984-55-71)

Current estimated cost of construction including this resolution: $3,700,000

Current estimated total cost of the project including this resolution: $3,705,000

Replacement Lighting Various City Locations - area bounded by E./W. Juneau Ave. to E./W. Oklahoma Ave., Lake Michigan to West City Limits (ST3202408XX) File Number 240135:  Replacing street lighting.  This project is anticipated to be completed during the 2025 construction season.

 

Grantor Reimbursable Fund - $2,000,000

City Share Non-Assessable Fund - $500,000

Grantor Reimbursable Fund - $2,368,000

City Share Non-Assessable Fund - $592,000

 

These funds are to be transferred to the construction account (ST3202409XX) (2984-55-74)

Current estimated cost of construction including this resolution: $2,960,000

Current estimated total cost of the project including this resolution: $2,965,000

now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
