Title

Substitute resolution authorizing the application, acceptance and funding of the 2010 Port Security Grant from the U. S. Department of Homeland Security through the Community Development Grants Administration on behalf of the Milwaukee Port Security Collaborative.

Analysis

This resolution allows the City of Milwaukee to apply and accept funding from the U. S. Department of Homeland Security - Port Security Grant Program.  The Milwaukee Port Security Collaborative (MPSC) consists of the City of Milwaukee Fire and Police Departments, the Port Authority of Milwaukee, the State of Wisconsin-DNR, the City of Racine, the City of Port Washington, the City of Mequon, the City of South Milwaukee and Ozaukee County.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U. S. Department of Homeland Security in the amount of $378,967; and

 

Whereas, The following projects will be covered by this grant:  Marine Domain Awareness in the amount of $136,296; Improvised Explosive Detection in the amount of $64,495; Training and Exercise in the amount of $160,130; and Management and Administration in the amount of $18,046; and

 

Whereas, The operation of this grant from 10/01/2010 through 09/30/2013 would cost $378,967, which would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2010 Special Revenue - Grant and Aid Projects, the following amounts for the project titled: “2010 Port Security Grant Program”:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and

 

3.                     Establish the necessary City Chare Project Values; and, be it

 

Further Resolved, That these funds are budgeted through the Community Development Grants Administration which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2010 grant budget funds for specific items of equipment;

 

3.                     Enter into subcontracts and leases as detailed in the grant budget.
