Resolution relative to application, acceptance and funding of a grant to develop a Metropolitan Medical Response System. (Fire Department)
Analysis
This resolution authorizes the Milwaukee Fire Department to apply for, accept and fund a Metropolitan Medical Response System development grant from the U.S. Department of Health and Human Services in the amount of $521,745 with a city share of $171,745, and a grantor share of $350,000. The purpose of the project is to develop and equip City of Milwaukee emergency responders to manage human health consequences resulting from the use of chemical or biological weapons by terrorists.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the US Department of Health and Human Services for development of a Metropolitan Medical Response System; and
Whereas, The operation of this grant project from September 30, 1997 to September 15, 2001 would cost $521,745, of which $171,745 (33%) would be provided by the City, and of which, $350,000 (67%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to US Department of Health and Human Services is authorized and the Milwaukee Fire Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2001 Special Revenue Grant and Aid Projects, fund the following amounts for the program/project titled Metropolitan Medical Response System:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Fire Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2001 grant budget funds for specific items of equipment.
