Minutes note: Jane Islo - Water Works - she said that a $2M was received to create an essential employee workforce and that it will be focused on three positions: 1. water repair worker 2. water meter technician 3. customer service She added that they experience recruitment and retention issues, that this 3 month program will be a fast track for employment. Cindy Anderson - Earn and Learn Program Manager - she said that they will work with the city to plug candidates with the program. She also said that they are planning to deliver services for 150 people, that they are targeting 18 years and up and that it is paid training ($2 less than the current salary).

Analysis
This resolution authorizes the City of Milwaukee Department of Public Works - Milwaukee Water Works to execute the necessary documents and accept and expend funds from a subaward from Employ Milwaukee (grantor) from the United States Department of Labor’s allocation of Community Project Funds from the Consolidated Appropriations Act, 2022 for the provision of an Essential Employee Workforce Development Program. This resolution also directs the City of Milwaukee Comptroller to transfer funds and establish project grant chartfield values for the work associated with this project, with a grantor share of $648,186.

Whereas, The United States, Department of Labor has awarded the amount of $2,000,000 from its Community Project Funds Consolidated Appropriations Act, 2022 allocation to Employ Milwaukee to carry out a project under section 169(c) of the Workforce Innovation and Opportunity Act (WIOA), overseen by the Department’s Employment and Training Administration (ETA); and

 

Whereas, Employ Milwaukee subawarded the amount of $648,186 to the Milwaukee Water Works to provide an Essential Employee Workforce Development Program; and

 

Whereas, The Milwaukee Water Works and Employ Milwaukee intend to partner in the development and administration of the program, as a means of identifying potential program participants, collaborating on inclusive recruitment efforts that reach underemployed and underserved areas of the community, providing employment opportunities to quality jobs that offer living wages, benefits and mentorship to works, providing supervision and worksites for on-the-job learning opportunities and internships, and participating in continuous improvement in job education, training and other program-related activities; and

 

Whereas, The subaward is for the period from May, 2023, through January, 2026; and

 

Whereas, The subaward is provided entirely by the grantor, with no City match; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works - Milwaukee Water Works is authorized to accept and expend the subaward funds described above for the purposes described above; and, be it

 

Further Resolved, That the Department of Public Works - Milwaukee Water Works is authorized to enter into a contract between the City of Milwaukee and Employ Milwaukee for acceptance of the subaward and execute any other necessary documents to effectuate the Essential Employee Workforce Development Program; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to Commit Funds within the appropriate grant fund, in the following amounts for the program/projects titled 2022 Community Project Funds from the Consolidated Appropriations Act:

Further Resolved, The City Comptroller is authorized to create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amounts required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works - Milwaukee Water Works, which is authorized to enter into contracts, subcontracts, subawards and leases as required to effectuate this program, pending future approval of expenditures by the Common Council.
