In June, 1989, the City of Milwaukee Board of City Service Commissioners (the Board) affirmed the decision of the Department of Employee Relations (DER) to restrict the position of Library Circulation Aide to students. During the past decade since this provision was implemented, the staffing needs of the Public Library have evolved such that this restriction has been determined to be an impediment to recruiting and maintaining persons as Library Circulation Aides. Hence, this resolution requests the Board and DER to rescind the education restriction on Library Circulation Aides.
BODY:
Whereas, At its meeting of June 21, 1989, the City of Milwaukee Board of City Service Commissioners affirmed the decision of the Department of Employee Relations to restrict the position of Library Circulation Aide to students; and
 
Whereas, The position of Library Circulation Aide is limited to persons who are at least 16 years of age and attending high school, or enrolled in a post- high school educational institution and taking at least 3 credits each semester; and
 
Whereas, The Public Library has experienced difficulty in recent years relating to attracting individuals to these part-time, temporary positions without benefits, and the provision that individuals must be carrying at least 3 credits of post-high school education per semester appears to be an additional obstacle in recruiting and maintaining persons as Library Circulation Aides; and
 
Whereas, The staffing needs of the Public Library have evolved during the past decade since the restriction was placed on the Library Circulation Aide position, and it is now in the best interest of the City of Milwaukee to lift this impediment relating to recruiting and maintaining persons as Library Circulation Aides; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations and the Board of City Service Commissioners are requested to rescind the restriction that Library Circulation Aides must be students.
