Substitute resolution relating to facilitating enrollment in the Milwaukee’s Payment in Lieu of Taxes program.
Analysis
This resolution directs the City Assessor to partner with the Department of Administration and the Department of City Development to develop and implement measures to ensure information describing the City’s Payment in Lieu of Taxes program, including step-by-step enrollment instructions, is readily available online and on social media.
The resolution further directs the City Assessor to report what measures have been developed and implemented by June 30, 2019.
Body
Whereas, The City’s Payment in Lieu of Taxes (PILOT) program provides a vehicle for organizations exempt from paying property taxes to contribute to the health, safety and welfare of the City by contributing funds to help support essential City services and programs; and
Whereas, The public-spirited, tax-exempt organizations favorably disposed to contributing funds to support essential City services may be impeded by a lack of readily-available information describing PILOT program options and providing step-by-step enrollment instructions; and
Whereas, It is in the City’s interest to ensure information describing PILOT program options and step-by-step enrollment instructions are readily available for tax-exempt organizations favorably disposed to contributing funds to support essential City services; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Assessor is directed to work in partnership with the Department of Administration and the Department of City Development to develop and implement measures to ensure information describing the City’s Payment in Lieu of Taxes program and providing step-by-step enrollment instructions is readily available online, and on social media, as appropriate; and, be it
Further Resolved, That the City Assessor shall report to the Common Council not later than June 30, 2019, on what measures have been developed and implemented.
