Title
Substitute resolution relating to the application, acceptance and expenditure of a Federal Emergency Management Agency's (FEMA) Assistance to Firefighters Grant by the Milwaukee Fire Department for the expansion of its Survive Alive program.
Analysis
This substitute resolution authorizes the Milwaukee Fire Department to apply for, accept and expend grant funds of up to $200,000 from FEMA's Assistance for Firefighters Grant for the expansion of the Survive Alive program.
Body
Whereas, The Milwaukee Fire Education Center's Survive Alive House was created in 1992 as a non-profit, cooperative venture between the Milwaukee Fire Department (MFD), Milwaukee Public Schools (MPS), and the Milwaukee Safety Commission to provide fire safety education to children, adults, and school systems in the Milwaukee metropolitan area; and
Whereas, The mission of the Survive Alive House is to educate school-aged children about fire safety and teach them the skills they will need not only to prevent fires, but also how to stay alive during an actual fire; and
Whereas, Opportunity currently exists and the City of Milwaukee appears to be eligible to apply for a grant to allow the MFD and MPS to make structural improvements to the roof and floor, to replace aging equipment, such as interactive audio/visual equipment and fire extinguishers, and purchase interactive audio/visual equipment, computer programs, smoke machine, and portable ladders for a second Survive Alive facility; and
Whereas, The MFD is eligible to receive up to $200,000 in grant funds, and the Survive Alive Foundation will match 30% of grant funds, contingent upon grant approval; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to FEMA is authorized and MFD shall accept FEMA's Assistance for Firefighters Grant of up to $200,000 for the expansion of the Survive Alive program and to expend such funds, in addition to the 30% matching funds from the Survive Alive Foundation, for this purpose, no more than the amount actually received, in accordance with established City policies; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Grant Parent Account of the 2003 Special Revenue Grant and Aid Projects; fund the following amounts for the project/program entitled Survive Alive Program:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the Milwaukee Fire Department, which is authorized to:
1. Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.
2. Expend from the 2003 grant budget funds for the items of equipment as may be deemed necessary for the effective operation of the program.
3. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.
