Title
A substitute ordinance to further amend the 2022 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Common Council - City Clerk, Comptroller, Department of Employee Relations, Employes’ Retirement System, Fire and Police Commission

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Add the titles “Chief Investment Officer”, “Employes” Retirement System - Executive Director”, “Deputy Chief Investment Officer”, and “Employes' Retirement System - Deputy Director”.
Part 2. Part 1, Section 1 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 20, 2022 - September 18, 2022):
Under Pay Range 1IX, delete the title “Functional Applications Manager”.
Under Pay Range 1JX, add the title “Functional Applications Manager (7) (14)”.
Part 3. Part 1, Section 1 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):
Under Pay Range 1DX, add new footnotes (9) and (18) to read as follows, renumber remaining footnotes accordingly, and add footnote designations (1) (6) (9) (10) (15) and (18) to the title “Document Services Manager”:
“(9) An employee possessing an ICRM certification to be paid an additional 3%.”
“(18) An employee possessing an ICRM certification to be paid an additional 3%.”
Part 4. Part 1, Section 2 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2GN, amend footnote “(37)” to read:
“(37) Recruitment is at:
Biweekly 2,524.65
Annual 65,640.90”
Under Pay Range 2JX, delete footnote designations “(9)” and “(10)” from and add footnote designations “(13)” and “(14)” to the title “Financial Analyst”.
Part 5. Part 1, Section 2 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 20, 2022 - September 18, 2022):
Under Pay Range 2GX, delete the title “Financial Systems Analyst”.
Under Pay Range 2HX, delete the title “Functional Applications Analyst”.
Under Pay Range 2IX, delete the title “Comptroller Network Administrator”.
Under Pay Range 2JX, delete the title “Functional Applications Analyst - Senior” and add the titles “Functional Applications Analyst (5) (14)”, “Comptroller Network Administrator (5) (14)”, and “Financial Systems Analyst (5) (14)”.
Under Pay Range 2KX, add the title “Functional Applications Analyst - Senior (5) (10)”.
Under Pay Range 2LX, delete title “FMIS Project Manager”.
Under Pay Range 2MX, add the title “FMIS Project Manager (6) (12)”.
Part 6. Part 1, Section 2 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):
Under Pay Range 2CN, add footnotes (7) (8) (15) and (16) to the title “Document Services Supervisor” and add the title “Records Services Supervisor (7) (8) (15) (16)”.
Under Pay Range 2KX, delete the title “Pension Investment Analyst - Associate”.
Under Pay Range 2MX, delete the title “Pension Investment Analyst”.
Under Pay Range 2OX, delete the title “Pension Investment Analyst - Senior”.
Under Section 2, Professionals, create new Pay Range 2PX with the following rates:

“(1) Appointment may be at any rate in the pay range with the approval of the ERS Director and the Annuity and Pension Board.”
“(2) Eligible for annual performance-based increases upon approval of the ERS Director and the Annuity and Pension Board.”
“(3) Appointment may be at any rate in the pay range with the approval of the ERS Director and the Annuity and Pension Board.”
“(4) Eligible for annual performance-based increases upon approval of the ERS Director and the Annuity and Pension Board.”
Under Pay Range 2QX, add new footnotes (3) (4) (7) and (8) to read as follows, renumber remaining footnotes accordingly, and add the title “ERS Pension Investment Analyst II (3) (4) (7) (8)”:

Under Pay Range 3CN, delete the title “Document Technician”.
Under Pay Range 3EN, add the titles “Document Technician I” and “Records Technician I”.
Under Pay Range 3FN, add the titles “Document Technician II” and “Records Technician II”.
Under Pay Range 3GN, add the title “Document Technician III”.
Part 8. Part 1, Section 6 of ordinance File Number 210760 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):
Under Pay Range 6CN, delete the title “Records Technician I”.
Under Pay Range 6EN, delete the title “Records Technician II”.
Part 9. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 10. The provisions of Parts 2 and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 20, 2022 (September 18, 2022).
Part 11. The provisions of Parts 3, 6, 7 and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2022 (November 13, 2022).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 12. This ordinance will take effect and be in force from and after its passage and publication.
