Resolution relative to the acceptance of a Milwaukee Metropolitan Sewerage District Infiltration and Inflow (I/I) Reduction Demonstration Project Grant.(Infrastructure Services Division)
Analysis
This resolution authorizes the Department of Public Works to accept a Milwaukee Metropolitan Sewerage District Infiltration and Inflow (I/I) Reduction Demonstration Project Grant which will enable the City to participate in an I/I Reduction Demonstration Project.
Body
Whereas, Portions of the City of Milwaukee (CITY) have sustained numerous sewer backups as a result of severe precipitation events; and
 
Whereas, Sewer backups experienced during precipitation events are potentially caused by Infiltration and Inflow (I/I); and
 
Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) has implemented a Demonstration Project to provide information as to the best methods of reducing I/I; and
 
Whereas, MMSD previously adopted Resolution File ID No. 00-094-6 approving the grant of up to $50,000 for the CITY to identify an opportunity to demonstrate the means, costs and effectiveness of downspout disconnection; and
 
Whereas, The CITY accepted the MMSD grant per Common Council Resolution No. 000736; and
 
Whereas, The CITY and MMSD have signed an Intergovernmental Cooperation Agreement  (ICA) concerning the implementation of the downspout disconnection project; and
 
Whereas, The CITY and MMSD are continuing to cooperate on a downspout disconnection project in the area bounded by East Bradford Avenue, North Downer Avenue, East Locust Street, North Lake Drive and North Wahl Avenue in the 3rd Aldermanic District; and
 
Whereas, MMSD has adopted Resolution File ID No. 01-098-7 approving the grant of an additional $50,000 for the CITY, a copy of said resolution being attached to this file and incorporated in this resolution by reference as though set forth in full; and
 
Whereas, The operation of this grant for the I/I Reduction Demonstration Project - Phase II would cost $50,000 of which $50,000 (100%) would be provided by the grantor; and
 
Whereas, The CITY and MMSD have cooperated in selecting a second test basin in the area generally bounded by North 17th Street, West McKinley Avenue, North 20th Street and West Galena Street in the 17th Aldermanic District; and
 
Whereas, The CITY and MMSD will provide notice of the project to residents within the study area boundary through mailings, flyer distribution, neighborhood meetings, telephone contact and other means as determined appropriate; and
 
Whereas, The CITY and MMSD will coordinate the labor and materials necessary for disconnecting the downspouts which have been authorized by the CITY, MMSD and the property owner; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the proper City officers and/or the herein named department head are hereby authorized to accept such an allocation without further Common Council approval; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.      Commit funds within the Project/Grant Parent of the 2002 Special Revenue - Grant and Aid Projects and fund the following amount for the project titled, "Infiltration and Inflow Reduction Demonstration Project - Phase II"

2.      Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant; and, be it
 
Further Resolved, That these funds are budgeted for the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant and incur costs consistent with the grant; and, be it
 
Further Resolved, That the reimbursement amount received from MMSD be deposited in accordance with procedures established by the City Comptroller.
