Substitute resolution relative to application, acceptance and funding of a Municipal Health Services Program.
ANLS:
This resolution authorizes the Health Department to apply for, accept and fund a Municipal Health Services Grant Program from the Health Care Financing Administration, U.S. Department of Health and Human Services in the amount of $9,986,479 with a city share of $397,120 and a grantor share of $9,589,359. The program grants waivers to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Health Care Financing Administration, U.S. Department of Health and Human Services to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare; and
Whereas, The operation of this grant program from 01/01/98 to 12/31/98 would cost $9,986,479 of which $397,120 (4%) would be provided by the city and $9,589,359 (96%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Health Care Financing Administration, U.S. Department of Health and Human Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the program titled Municipal Health Services Program:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
3. Establish the necessary grant performance submeasures;
4. Transfer to the 1998 parent accounts of the Special Revenue Accounts - Grant and Aid Projects the appropriations and estimated revenue for additional Program Income; and, be it
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff; and
3. Enter into subcontracts and leases as detailed in the grant budget.
