Title
Substitute ordinance to further amend the 2004 offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 030415 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
Under " Department of Administration, Information and Technology Management Division, Citywide Information Systems", delete one position of "Corporate Information Systems Manager(Y)" and add one position of "Enterprise Information Manager(Y)"; under "Infrastructure and Technology Development", delete one position of "Systems Analyst-Lead" and add one position of "Systems Analyst-Project Leader."
Under "City Attorney, Administrative Division", add one position of "Office Assistant II."
Under Common Council-City Clerk, License Division", add one position of "License Specialist"; under "Central Administration Division", delete one "Personnel Payroll Assistant I."
Under "Department of City Development, Marketing and Civic Development Services Office", add "(Y)" footnote to the title "Graphics Coordinator."
Under "Election Commission, General Office", delete one position of "Office Assistant IV" and add one position of "Administrative Assistant III."
Under "Department of Employee Relations, Office of Diversity and Outreach", add footnote designation "(Y)" to one position of "Diversity Outreach Officer"; under "Administration Division, Business Section", delete one position of "Employee Relations Specialist" and add one position of "Human Resources Information Analyst-Senior"; under "Labor Relation Section", delete one position of "Labor Relations Analyst-Senior" and add one position of "Labor Relations Officer" and delete the footnote designation "(B)" in its entirety; under "Training and Development Services", delete one position of "Human Resource Training Specialist" and add one position of "Recruiting and Training Specialist(X)."
Under "Fire Department, Supporting Service Decision Unit", delete one position of "Vehicle Operations Manager" and add one position of "Vehicle Operations Training Coordinator"; under "Firefighting Division Decision Unit" delete five hundred and thirty-five positions of "Firefighter" and add five hundred and forty-seven positions of "Firefighter(B)"; under "Auxiliary Positions" add forty-four positions of "Firefighter" and add footnote "(B)" to read as follows: "12 firefighter positions shall be assigned at the discretion of the Fire Chief to areas of the city with the greatest need"; under "Supporting Services Decision Unit, Automation Section", add one position of "Administrative Assistant II."
Under "Health Department, Administration Division, Bioterrorism Grant(Q)", delete one position of "Laboratory Information Systems Technical Specialist(Q)" and add one position of "Telecommunications Analyst-Associate(Q)"; under "Lead Hazard Reduction Grant (D)", delete one position of "Public Health Aide(D)(H)(X)"; under "Consumer Environmental Health Division", delete one position of "Environmental Specialist Coordinator(X)(Y)" and add one position of "Environmental Specialist Coordinator(X)(Y)(E)"; Under "Central", delete seven positions of "Environmental Health Specialist II(X)" and add seven positions of "Environmental Health Specialist II(X)(E)" and add footnote "(E)" as follows: "Positions partially funded by the Innovative Food Safety Grant. To expire 09/30/04 unless funding is extended"; under "Home Environmental Health Division", add the title "Operation Lead Elimination Action Program Grant(OO)" and add one position of "Lead Risk Assessor III(X)(OO)" and one position of "Office Assistant II (OO)" and add footnote"(OO)" to read as follows: "To expire 07/31/05 unless the Operation Lead Elimination Action Program Grant is extended"; amend footnote "(L)" as follows: "To expire 07/31/04 unless the HIV Women's Project Grant is extended"; Under "Disease Control and Prevention, West Nile Virus Surveillance Grant (VV)", delete one position of "Nuisance Control Officer(.2 FTE)(X)(VV)" and amend footnote "(VV)" as follows: "To expire 06/30/04 unless the West Nile Virus Surveillance Grant is extended"; Under "Urban Air Toxics Grant (XX)", delete one position of "Environmental Hygenist(XX)(VV)(X)" and add one position of "Environmental Hygenist(.5 FTE)(X)(XX)" and amend footnote "(XX)" as follows: "To expire 04/01/03 unless the Urban Air Toxics Grant is extended."
Under "Library, Administrative Services Decision Unit, Neighborhood Libraries Unit", add two positions of "Custodial Worker II - City Laborer"; under "Neighborhood Library and Extension Services Decision Unit, Extension Services Bureau, Neighborhood Services Division", delete one position of Assistant City Librarian(X)(Y)" and add one position of "Manager of Neighborhood and Extension Services(X)(Y)"; amend footnote "(E)" to read as follows: "Position authority to expire 6/30/04 unless the Blind and Physically Handicapped Services Grant is extended"; under "Neighborhood Library and Extension Services Pool", add three positions of "Librarian III", one position of "Librarian II", two positions of "Library Services Assistant", four positions of "Library Circulation Assistant I", four positions of "Library Circulation Aide (.56 FTE)", two positions of "Library Branch Manager" and two positions of "Library Reference Assistant"; under "Community Outreach & Technology Center Initiative (J)", delete one position of "Library Branch Manger (J)", two positions of "Librarian III(J)", one position of "Library Services Assistant (J)", one position of "Custodial Worker II-City Laborer(J)", two positions of "Library Circulation Assistant I (J)", two positions of "Library Circulation Aide(.56 FTE)(J)" and one position of "Library Reference Assistant (J)"; under "Central Library Decision Unit, Central Library Services Bureau", delete one position of "Deputy City Librarian(X)(Y)" and add one position of "Manager of Central Library Services(X)(Y)."
Under "Mayor's Office", delete three positions of "Staff Assistant to the Mayor(Y)."
Under "Department of Neighborhood Services, Commercial Inspection Section", add two positions of "Code Enforcement Inspector II(X)"; under "Nuisance Control Section", add two positions of "Nuisance Control Officer II."
Under "Police Department, Administration/Services Decision Unit, Internal Affairs Division", add one position of "Inspector of Police" and delete one position of "Police Commander"; under "Special Assignment Division", add one position of "Admin. Lieutenant of Police(D)"; under "Medical Section", add one position of "Admin. Lieutenant of Police(M)" and delete one position of "Health & Safety Coordinator"; under "Training Bureau", add one position of "Captain of Police"; under "Technical Services Bureau", add one position of "Inspector of Police" and delete one position of "Police Commander"; under "Central Records Admin. Part 2. Section 1 of ordinance File Number 030415 relative to offices and positions in the City Service is hereby amended as follows:
Under "Fire Department" add the title "Metropolitan Medical Response System Program Grant" and add one position of "MMRS Coordinator(A) and add footnote "(A)" as follows: "To expire 12/31/05 unless the Metropolitan Medical Response System Program Grant is extended."
Part 3. Section 1 of ordinance File Number 030415 relative to offices and positions in the City Service is hereby amended as follows:
Under "Health Department, Maternal and Child Health Division", add one position of "Healthcare Outreach Coordinator"; under "Maternal and Child Health Division, Women's Infants and Children's Nutrition Program Grant(C)" delete two positions of "Clinic Assistant(X)(C)", and two positions of "Office Assistant(C)" and add one position of "Office Assistant (Auxiliary)(C)" and two positions of "Clinic Assistant (Auxiliary)(X)(C)" and amend footnote"(C)" as follows: "To expire 12/31/04 unless the Women's Infants and Children's Grant is extended"; under "Healthy Behaviors and HealthCare Access Division, Municipal Health Services Program(B)", delete one position of "Office Assistant II (B)" and amend footnote "(B)" as follows: "To expire 12/31/04 unless the Municipal Health Services Program is extended"; amended footnote "(V)" as follows: "To expire 06/30/04 unless the SURVNET Grant is extended."
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2004 (December 21, 2003).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
