Analysis

Resolution authorizing the Commissioner of Public Works to execute agreements with the Wisconsin Department of Transportation for the exchange of jurisdiction for six signalized intersections adjacent to IH 94 in the City of Milwaukee.  Wisconsin Department of Transportation is requesting ownership, operation, and maintenance responsibilities for the six signalized intersections along with relevant lighting, signage, and markings near the on/off ramps of IH 94 for the purpose of controlling the flow of traffic in coordination with their upcoming IH 94 East-West Freeway reconstruction project.

Body

Whereas, Section 86.32(1), Wisconsin Statutes enables the State to designate or rescind the designation of certain marked routes of the state trunk highway system over the streets or highways in any municipality for which the municipality will be responsible for maintenance and traffic control; and

Whereas, The Wisconsin Department of Transportation (WisDOT) has requested the transfer of jurisdiction for six signalized intersections from the City of Milwaukee to the WisDOT along the IH 94 corridor; and,

Whereas, The six signalized intersections that have been requested for transfer from the City of Milwaukee to the WisDOT are IH 94 WB On Ramp & North Hawley Road, IH 94 EB Off Ramp & South Hawley Road, IH 94 WB Off Ramp/West O’Connor Street & South 68^th Street, IH 94 EB On Ramp/West Kearney Street & South 68^th Street, IH 94 WB On Ramp/West O’Connor Street & South 70^th Street, and IH 94 EB Off Ramp/West Kearney Street & South 70^th Street; and

Whereas; The jurisdiction of the six signalized intersections would be transferred from the City of Milwaukee to the WisDOT upon completion of a staged paving and construction project that is currently scheduled to begin in 2025-2026; and

Whereas, Section 86.32(1), Wisconsin Statutes requires written approval from WisDOT for traffic control devices maintained on the connecting and state trunk highway systems; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized to execute agreements with the WisDOT for the exchange of jurisdiction for six signalized intersections adjacent to IH 94 in the City of Milwaukee.
