Title
Resolution authorizing the acceptance and funding of the 2013 Port Security Grant from the U. S. Department of Homeland Security through the Community Development Grants Administration on behalf of the Milwaukee Port Security Collaborative.
Analysis
This resolution allows the City of Milwaukee to accept funding from the U. S. Department of Homeland Security - Port Security Grant Program. The Milwaukee Port Security Collaborative (MPSC) members applying for this grant are the City of Milwaukee Fire Department, City of Racine Fire Department, Milwaukee County Department of Parks, Recreation & Culture, Port of Milwaukee, Port Washington Fire Department and the State of Wisconsin-DNR.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U. S. Department of Homeland Security in the amount of $188,716; and
Whereas, The following projects will be covered by this grant: Marine Domain Awareness in the amount of $72,446 with a match amount of $24,149 and Improvised Explosive Detection in the amount of $90,064 with a match amount of $30,022; Training and Exercise in the amount of $26,206 with a match amount of $8,735; and
Whereas, The operation of this grant from 10/01/2013 through 08/31/2015 would cost $251,622 of which $62,906 would be provided by the local share and $188,716 would be provided as the grantor share; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2013 Special Revenue - Grant and Aid Projects, the following amounts for the project titled: "2013 Port Security Grant Program":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and
3. Establish the necessary City Chare Project Values; and, be it
Further Resolved, That these funds are budgeted through the Community Development Grants Administration which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2013 grant budget funds for specific items of equipment;
3. Enter into subcontracts and leases as detailed in the grant budget.
