Title
Resolution authorizing the designation of portions of West Kilbourn Avenue and portions of North 32nd Street, located in the 4th Aldermanic District, as private roads.
Analysis
To support the renovation and construction of new buildings on the Wgema Campus (formerly the Concordia College campus), the property owner, the Potawatomi Business Development Corporation, has requested that the City designate the following portions of West Kilbourn Avenue and North 32nd Street as private roads:
1. Vacated West Kilbourn Avenue between North 31st Street and North 33rd Street.
2. Vacated North 32nd Street between West Wells Street and vacated West Kilbourn Avenue.
The names of these private roads will be the same as the public street names of West Kilbourn Avenue and North 32nd Street, with which they align.
These private road designations will allow for assignment of addresses for Wgema Campus buildings, support commercial use of the property and facilitate emergency dispatch to the area.

Whereas, The Potawatomi Business Development Corporation (Potawatomi Development), owner of the Wgema Campus (formerly Concordia College Campus), is renovating structures and constructing new buildings on the Wgema Campus in the area surrounding vacated West Kilbourn Avenue and North 32nd Street; and
Whereas, Potawatomi Development desires the City designate vacated West Kilbourn Avenue between North 31st Street and North 33rd Street, and vacated North 32nd Street between West Wells Street and vacated West Kilbourn Avenue as private roads; and
Whereas, The City’s formal designation of these portions of vacated West Kilbourn Avenue and vacated North 32nd Street as private roads will facilitate emergency service dispatch to the campus, as well as mail delivery; and
Whereas, Potawatomi Development has requested the names of these private roads be the same as the public street names of West Kilbourn Avenue and North 32nd Street with which they align, to more easily locate addresses; and
Whereas, Section 113-1 of the Milwaukee Code of Ordinances provides for naming of private roads, and Potawatomi Development has provided legal descriptions of the limits of the private roads in question; and
Whereas, As a condition of adopting this resolution, Potawatomi Development is responsible for placing brown street name signs in accord with s. 113-1 at the property owner’s cost, as well as placing and maintaining, at the property owner’s cost, traffic control devices as necessary to control vehicular traffic on these private roads; now, therefore, be it
Resolved, By the Common Council, that the following private roads be described as follows:
WEST KILBOURN AVENUE - PRIVATE ROAD
LEGAL DESCRIPTION
A strip of land being part of the Northeast 1/4 of Section 25, Township 7 North Range 21 East, in the City of Milwaukee, Milwaukee County, Wisconsin, described as follows: all of vacated West Kilbourn Avenue between the southerly extension of the east line of Lot 6 in Dousman’s Subdivision, a recorded subdivision in the Northeast 1/4 of Section 25, Township 7 North Range 21 East and the present east line of North 33rd Street, said strip of land also described as that portion of West Kilbourn Avenue vacated by City of Milwaukee Common Council Resolution 71-545, adopted June 10, 1971, and
NORTH 32ND STREET - PRIVATE ROAD
LEGAL DESCRIPTION
A strip of land being part of the Northeast 1/4 of Section 25, Township 7 North Range 21 East, in the City of Milwaukee, Milwaukee County, Wisconsin, described as follows: the northerly 35 feet of vacated North 32nd Street between the south line of vacated West Kilbourn Avenue and a line 144.35 feet south of and parallel to the south line of vacated West Kilbourn Avenue, said strip of land also described as that portion of North 32nd Street vacated by City of Milwaukee Common Council Resolution 71-545, adopted June 10, 1971; and, be it
Further Resolved, That City departments are authorized to enter these portions pf West Kilbourn Avenue and North 32nd Street in their databases and on City maps as private roads.
