This resolution authorizes the Commissioner of Public Works to issue one or more permits to J. H. Findorff & Son, a general contractor, allowing use of East Wells Street, North Water Street and North Front Street for construction-related activities associated with a new office building to be located at the southwest corner of North Water Street and East Wells Street. The south sidewalk area and up to two travel lanes will be occupied on East Wells Street, the west sidewalk area and the parking lane will be occupied on North Water Street, and up to one-half of the roadway will be occupied on North Front Street, adjacent to the site. The contractor will provide a covered pedestrian walk along East Wells Street and North Water Street. Additional areas may be occupied for short periods as conditions dictate. Construction is expected to begin in October, 1998 and the building will be open by October, 1999.

 

 

BODY:

Whereas, The Hammes Company plans to construct an office building at the southwest corner of East Wells Street and North Water Street; and

 

Whereas, The Hammes Company has hired J. H. Findorff and Son to construct the new office building; and

 

Whereas, J. H. Findorff and Son has requested permission to use the segments of North Water Street, East Wells Street, and North Front Street which abut the project site for construction-related activities; and

 

Whereas, The East Wells Street segment to be used for construction-related activities would encompass the sidewalk adjacent to the site and up to two travel lanes (leaving two lanes remaining) for the duration of the project; and

 

Whereas, The North Water Street segment would include the sidewalk and the parking lane adjacent to the site for the duration of the project; and

 

Whereas, The North Front Street segment would include approximately 5 feet adjacent to the site, until such time the exterior masonry work necessitates occupying approximately one-half of the roadway for an estimated duration of two months; and

 

Whereas, Additional areas may be occupied for short periods as conditions dictate; and

 

Whereas, Construction of the office building is expected to take about ten months beginning in October of 1998; and

 

Whereas, The project site is of limited size and is surrounded by existing buildings thereby allowing little opportunity for on-site storage, marshaling and other construction-related activities; and

 

Whereas, City traffic engineers have concluded that the traffic and parking impacts likely to result from use of the streets as proposed by J. H. Findorff and Son would be manageable; and

 

Whereas, The Commissioner of Public Works is authorized to issue permits for temporary occupancy of up to one-third of public streets while temporary use beyond that must be approved by the Common Council; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to issue permits to J. H. Findorff and Son allowing the contractor to occupy portions of the East Wells Street, North Water Street, and North Front Street adjacent to property at the southwest corner of East Wells Street and North Water Street; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby directed to work with the contractor to minimize both the area and duration of construction-related use of the affected public streets; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to implement certain treatments intended to minimize disruption to adjacent properties, such as providing a daytime temporary loading zone on East Wells Street west of North Front Street and temporarily prohibiting parking on portions of East Mason Street east of North Front Street; and, be it

 

Further Resolved, That the permit will require J. H. Findorff and Son to notify all adjacent property owners, businesses, and tenants at least one day prior to any short term (less than one hour) total closure of North Front Street and at least seven days prior to any expected total closure of more than one hour in length.
