Title
Substitute resolution appropriating $700,000 from the 2010 Common Council Contingent Fund for purchase of digital radios for the Police Department.
Analysis
This resolution appropriates $700,000 from the 2010 Common Council Contingent Fund to pay for the purchase of digital radios for the Milwaukee Police Department. This amount, along with an anticipated $900,000 appropriation from the Police Department Asset Forfeiture funds, will provide the $1.6 million required to purchase 450 radios for the Police Department. This purchase will result in the outfitting of every field officer requiring a radio with an OpenSky handheld digital radio.

Whereas, In 2003, The Milwaukee Police Department began a multi-year communication replacement project to its radio communications from a conventional two-way analog wireless system to a trunked digital control system; and
Whereas, Providing each officer with his or her own radio will increase officer safety, as each officer will be able to program the radio specific to duties and assignments; and
Whereas, The Police Department has proposed funding the purchase of the remaining radios by appropriating $900,000 in 2010 from the Asset Forfeiture fund and appropriating the remaining $700,000 in 2011 from the Asset Forfeiture fund; and
Whereas, Completing the transition to digital radios in 2010 rather than 2011 will provide increased safety for every officer a year earlier; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that $700,000 is appropriated from the 2010 Common Council Contingent Fund (#0001-9990-0001-C001-006300) for the Police Department's Equipment Purchase Account (#0001-3310-R999-006800); and, be it
Further Resolved, That the City Comptroller is authorized to transfer $700,000 of the funds reserved within the Contingent Fund to the Police Department.
