This resolution authorizes the continuation of a Bicycle Parking Facilities Grant and the carryover of appropriations to next years' accounts.
 
 
BODY
Whereas, Common Council Resolution 940507, adopted July 15, 1994, authorized application for, acceptance and funding for the Bicycle Parking Facilities Grant through the funding from the Wisconsin Department of Transportation; and
 
Whereas, The project has an unencumbered balance at the end of 1997 of $11,160.38 which is available through the Wisconsin Department of Transportation; and
 
Whereas, Common Council Resolution File Number 661893-e VII(A) states that "carrying over the unexpended funds shall be limited to three years from the year in which the funds were appropriated. A grant project exceeding this period shall be refunded through a separate resolution"; and
 
Whereas, This limitation applies to the continuation of the Bicycle Parking Facilities Grant; and
 
Whereas, Continued involvement in this program will enhance the City of Milwaukee by allowing the Infrastructure Services Division to install bicycle parking facilities in the central business district encouraging the use of bicycles as an alternate mode of transportation; now, therefore, be it
 
Resolved, By the Common Council of the city of Milwaukee, that continuation of the grant for the Bicycle Parking Facilities Project, to be administered by the Infrastructure Services Division, is hereby authorized; and, be it
 
Further Resolved, That the proper City officials and/or the herein named department head are authorized to continue the grant without further Common Council approval; and, be it
 
Further Resolved, That the City Comptroller is hereby directed to transfer the remaining appropriations and estimated revenues from the grantor and in-kind expenditure and revenue accounts to the parent accounts to close out the remaining balances in 1997; and, be it
 
Further Resolved, That the City Comptroller is hereby directed to reestablish in 1998 the appropriations and estimated revenues that were closed out in 1997; and, be it
 
Further Resolved, That the Infrastructure Services Division is authorized to expend, from the amounts appropriated, sums for specified purposes in accordance with the previously approved ongoing budget for the project; and, be it
 
Further Resolved, That the Infrastructure Services Division shall have the authority to continue transfers within the aforementioned project budget as long as amounts expended are in accordance with Grantor regulations; and, be it
 
Further Resolved, That the Infrastructure Services Division, on behalf of the City is authorized to enter into subcontracts in accordance with grant regulations and the City purchasing and grant guidelines for awarding such contracts; and, be it
 
Further Resolved, That all standard resolved clauses articulated in Common Council File 940507 remain applicable.
