Title

A substitute ordinance to further amend the 2024 offices and positions in the City Service.

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Office of the Director, Information and Technology Management Division, Purchasing Division, Office of Community Wellness and Safety), Department of City Development, City Treasurer, Common Council - City Clerk, Department of City Development, Comptroller, Department of Emergency Communications, Department of Employee Relations (Operations Division), Employes’ Retirement System, Health Department (Office of the Commissioner and Health Administration; Policy, Innovation, and Engagement Division; Community Health Division; Clinical Services Division; Environmental Health Division), Library (Administrative Services Decision Unit), Mayor, Municipal Court, Deparmtent of Neighborhood Services, Department of Public Works (Infrastructure Services Division - Bridges & Buildings Decision Unit; Operations Division - Administration Section, Fleet Services Section; Water Works)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Information and Technology Management Division, Policy and Administration Section”, delete one position of “Administrative Assistant II” and add one position of “ITMD Administrative Assistant”.

 

Under “Department of Emergency Communications”, delete one position of “Emergency Communications Administrative Assistant IV” and add one position of “Administrative Support Specialist”.

 

Under “Department of Public Works - Water Works, Business Organization, Meter Services”, delete four positions of “Customer Service Representative IV (B)” and add four positions of “Customer Service Representative III (B)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2024 - February 18, 2024):

 

Under “Department of City Development, General Management and Policy Development Decision Unit, Office of the Commissioner”, delete one position of “Developments Projects Manager (Y)” and add one position of “Development Projects Administrator (Y)”, and delete one position of “Neighborhood Business Development Manager (X)(Y)”.

 

Under “Commercial Corridor Development”, add one position of “Neighborhood Business Development Administrator (X)(Y)”; delete one position of “Commercial Corridor Manager (X)(Y)”, delete three positions of “Economic Development Specialist (X)(Y)”, and add four positions of ‘Neighborhood Business Development Specialist (X)(Y)”.

 

Under “Real Estate and Development”, delete one position of “Assistant Director - Redevelopment Authority (Y)” and add one position of “Real Estate Director (Y)”; delete one position of “Real Estate Development Services Manager (Y)” and add one position of “Real Estate and Development Manager (Y)”; delete one position of “In Rem Property Disposition Manager (Y)” and add one position of “Residential Property Disposition Manager  (Y)”; delete one position of “Property Manager (X)(Y)” and add one position of “Property Management Supervisor  (X)(Y)”; delete one position of “Real Estate Specialist (X)(Y)” and add one position of “Real Estate Development Specialist - Senior (X)(Y)”; delete one position of “Program Manager (X)(Y)”, delete one position of “Real Estate Specialist (Y)”, delete one position of “Real Estate Specialist (X)(Y)”, and add three positions of ‘Real Estate Development Specialist (X)(Y)”; delete one position of “Real Estate Coordinator II (X)(Y)”, delete one position of “Real Estate Coordinator II (Y)”, and add two positions of ‘Real Estate Sales Specialist (X)(Y)”; delete two positions of “Program Assistant II (X)”, and add two positions of “Property Manager (X)(Y)”; delete one position of “Community Outreach Liaison (X)(Y)” and add one position of “Marketing and Communications Coordinator (X)(Y)”; and delete one position of “Database Specialist” and add one position of “Administrative Support Specialist”.

 

Under “Housing Development”, delete one position of “Redevelopment and Special Projects Manager (Y)” and add one position of “Redevelopment and Special Projects Director (Y)”.

 

Under “Planning Section”, delete one position of “City Planning Manager (Y)” add one position of “City Planning Director (Y)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2024 - March 3, 2024):

 

Under “Department of Administration, Office of the Director”, delete one position of “Vision Zero Education & Outreach Coordinator” and add one position of “Community Outreach Specialist”.

 

Under “Office of Equity and Inclusion”, delete one position of “Administrative Specialist” and add one position of “Administrative Specialist - Senior”, delete one position of “REI Coordinator” and add one position of “Racial Equity and Inclusion Coordinator”.

 

Under “Department of Administration, Office of Community Wellness and Safety”, delete one position of “Program Director (A)” and add one position of “Community Wellness and Safety Director (A)”.

Under Common Council - City Clerk, Central Administration Division”, delete six positions of “Legislative Assistant (0.5 FTE) (Y)”, add six positions of “Executive Administrative Assistant I (0.5 FTE) (Y) (E)”.

 

Under “Department of Emergency Communications”, delete one position of “Emergency Communications Financial Services Assistant” and add one position of “Management Accountant - Senior”.

 

Under “Employes’ Retirement System, Membership Services”, delete one position of “Office Assistant III” and add one position of “Benefits Services Specialist”.

 

Under “Health Department, Office of the Commissioner and Health Administration, Finance and Administration”, delete two positions of “Health Accounting Assistant (X)” and add two positions of “Accounting Coordinator II (X)”.

 

Under “Human Resources”, delete one position of “Program Assistant III (RG)” and add one position of “Human Resources Assistant (RG)”.

 

Under “Vital Records”, delete one position of “Office Assistant II”, one position of “Office Assistant III”, and one position of “Office Assistant IV”; and add three positions of “Customer Service Representative III”.

Part 4.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2024 - March 17, 2024):

 

Under “Department of Administration, Information and Technology Management Division, Auxiliary Personnel”, add one position of “System Analyst (ERP)” and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Under “Department of Administration, Purchasing Division”, add new section “Auxiliary Positions” and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Under “Auxiliary Positions”, add one position of “Business Systems Analyst (ERP)” and one position of “Purchasing Agent - Senior (0.5 FTE)(ERP)”.

 

Under “Comptroller”, add new section “Auxiliary Positions” and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Under “Auxiliary Positions”, add one position of “Accounting Specialist (ERP)” and one position of “City Payroll Specialist (ERP)”.

 

Under “Department of Employee Relations, Employee Benefits Division”, add new section “Auxiliary Positions” and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Under “Auxiliary Positions”, add one position of “Human Resources Analyst (ERP)”.

 

Under “Department of Employee Relations, Operations Division, Auxiliary Positions”, add one position of “Human Resources Representative (ERP)”, one position of “Human Resources Analyst (ERP)”, and one position of “Human Resources Assistant (ERP)”; and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Under “Department of Public Works - Operations Division, Fleet Services Section, Auxiliary Positions”, add one position of “System Integration Manager (ERP)” and add new footnote (ERP) to read:

 

“(ERP)                     Position authority will be eliminated at the end of 2025 unless otherwise authorized by the Common Council.”

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2024 (February 18, 2024).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2024 (March 3, 2024).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2024 (March 17, 2024).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
