Title

Resolution approving the first sites to host public electric vehicle charging stations funded through the Charging and Fueling Infrastructure program.

Analysis

The Environmental Collaboration Office (ECO) is managing a $14.96 million grant from the United States Department of Transportation’s Charging and Fueling Infrastructure program to develop a public electric vehicle charging network.  The City currently has access only to the engineering and planning funds in the grant, with the federal government to release construction funds after the City conducts NEPA analysis on selected sites.  This resolution approves the location of the first batch of sites that will be submitted for construction approval.

Body

Whereas, “Electrify Transportation” is one of the Ten Big Ideas in the City of Milwaukee’s adopted Climate and Equity Plan; and

Whereas, the major focus of the Electrify Transportation chapter is the build out of a public electric vehicle charging network to increase EV adoption rates; and

Whereas, the City accepted a $14.96 million federal Charging and Fueling Infrastructure Grant from the US Department of Transportation and administered locally by the City’s Environmental Collaboration Office; and

Whereas, under the grant terms, the federal government is expected to release the construction funds after engineering and NEPA review has occurred on specific locations; and

Whereas, in the interest of getting at least some stations built in 2026, the Environmental Collaboration Office proposes the first sites be located on publicly owned land including Milwaukee Public Library and Milwaukee County Parks; and

Whereas, the Environmental Collaboration Office worked closely with Milwaukee Public Library, Milwaukee County Parks, a hired engineering firm, and other stakeholders to select and vet these sites; and

Whereas, once the federal government releases construction funds on the first sites, the City will conduct more extensive public outreach for selecting additional sites; now therefore be it

Resolved,  By the Common Council of the City of Milwaukee, that the Environmental Collaboration Office may submit the sites contained in Exhibit A to the federal government for construction; and be it

Further Resolved, that additional Council authorization is required for future site selections.
