Analysis
This ordinance makes the following 2 changes to the code of ethics:
1. It prohibits any city official or other city employe from accepting a discount on the price of admission or parking charged to members of the general public, including any discount on the use of a sky box or private luxury box, at the Bradley Center, Miller Park or any venue owned or operated by the Wisconsin Center District.
2. It requires all officials required by the city positions ordinance to file a statement of economic interests with the ethics board to file a statement, no less frequently than once per quarter, listing any and all gifts received during the preceding quarter as well as the identity of each person from whom, directly or indirectly, the gifts were received. Those officials who received no gifts during the preceding quarter shall file a statement to that effect with the board of ethics. Gifts received from certain close family members are exempted from this requirement. The board of ethics is directed to report the identities of those who do not file a required report to the common council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 303-5-4 to 10 of the code is renumbered 303-5-5 to 11.
Part 2. Section 303-5-4 of the code is created to read:
303-5. Standards of Conduct.
4. No official or other city employe may accept a discount on the price of admission or parking charged to members of the general public, including any discount on the use of a sky box or private luxury box, at the Bradley Center, Miller Park or any venue owned or operated by the Wisconsin Center District.
Part 3. Section 303-13-7 of the code is repealed
Part 4. Section 303-14 of the code is created to read:
303-14. Gift Disclosure.
1. Every official required by the city positions ordinance to file a statement of economic interests shall, no less frequently than once per quarter, file with the board a statement listing any and all gifts received during the preceding quarter as well as the identity of each person from whom, directly or indirectly, the gifts were received. Officials who received no gifts during the preceding quarter shall file a statement to that effect with the board.
2. Officials need not disclose gifts received from their parents, grandparents, children, grandchildren, brothers, sisters, parents-in-law, grandparents-in-law, brothers-in-law, sisters-in-law, sons-in-law, daughters-in-law, uncles, aunts, nieces, nephews, spouse, fiancés or fiancées.
3. Information compiled pursuant to this subsection shall be made available on the Internet and updated no less frequently than once per quarter.
4. The board shall, no less frequently than once per quarter, inform the common council of the identity of all those officials required to do so who have failed to file the disclosure form or statement required by this section.
