Analysis
This resolution transfers $25,000 from Subaccount No. UR01280126 and transfers $12,500 from the Capital Improvements Advance Planning Fund into the Comprehensive Plan Subaccount No. UR01280128. This subaccount allocation will provide consultant assistance for the preparation of an updated Comprehensive Area Plan for the Southeast Side of the City of Milwaukee.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee ("City") prepare a Comprehensive Plan by 2010; and
Whereas, Comprehensive Area Plans ("Plans") for specific areas of the City are components of the Comprehensive Plan; and
Whereas, The Department of City Development ("DCD") continues work on residential and commercial analysis as well as land use policy development; and
Whereas, The preparation of Plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services; and
Whereas, The Southeast Side of the City, as identified on a map and a copy of which is attached to this Common Council File, generally bounded on the west by I-94/I-43 and 6th Street; on the south by Oklahoma Avenue, the Union Pacific railroad and the boundary with St. Francis; on the east by Lake Michigan; and on the north by the Milwaukee River, Menomonee River and South Menomonee Canal, is experiencing rapid and fundamental changes in residential, commercial and industrial opportunities; and
Whereas, Common Council File No. 031139 transferred $55,000 from the Capital Improvements Advance Planning Fund into a Comprehensive Planning Subaccount No. UR01280126 for preparation of Area Plans including Washington Park and Walker's Point; and
Whereas, The $25,000 allocation earmarked for Walker's Point remains unused; and
Whereas, The Walker's Point area is now being incorporated into the Southeast Side Plan; and
Whereas, The current unencumbered balances in the Capital Improvements Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; and
Whereas, It is the intent of DCD to seek additional funds from the 2005 Capital Improvements Advance Planning Fund to support the development of the Southeast Side Plan; and
Whereas, Community representatives have expressed interest in making a financial contribution toward the cost of the updated Plan; and
Whereas, DCD agrees to work with local elected officials and community partners to identify additional private funds to augment City funds designated for updating the Southeast Side Plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer the amount of $25,000 from Subaccount No. UR01280126 combined with $12,500 from the Capital Improvements Advance Planning Fund Account No. UR01280000 to be allocated to a new Comprehensive Planning Subaccount No. UR01280128 to be used by DCD to support comprehensive planning and land use policy development for said Southeast Side; and, be it
Further Resolved, That DCD is authorized and directed to enter into such contracts and agreements as necessary to accomplish the development of an updated Southeast Side Comprehensive Area Plan.
