Analysis
This resolution authorizes the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for the programming and construction of railroad crossings as part of the Phase II Downtown to Bay View Bikeway with 80% State and Federal aid under the Surface Transportation Program.  The estimated total cost of $1,106,100 which is an increase in four railroad crossings cost of $132,000, of which the City's share is $26,400 and the grantor's share is $105,600.  The estimated cost of the project under this agreement is $1,106,100, including $132,000 for the improvement of four railroad crossings, the City's share is $225,220 and the grantor's share is $880,880.

Whereas, A project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for the improvement of Downtown to Bay View Bikeway - Various Streets using State and Federal Aid under the Surface Transportation Program, in accordance with the Common Council resolution file number 120855, adopted November 14, 2012; and
 
Whereas, The City requested and the Wisconsin Department of Transportation approved additional funding for construction of South Water Street from East Washington Street to North Broadway Street including funding for reconstructing four railroad crossings with 80% State and Federal Aid; and
 
Whereas, The City has received a project agreement including the additional construction costs and the costs for reconstructing the four railroad crossings from the Wisconsin Department of Transportation, with 80 % State and Federal Aid, under the Surface Transportation Program; and
 
Whereas, Construction for the project is currently scheduled for 2014 and construction funds for the project will be included in a later resolution; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a project agreement for the improvement of South Water Street from East Washington Street to North Broadway Street including additional construction funding and funding for reconstructing four railroad crossings as part of the Downtown to Bay View Bikeway Phase II project; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capitol Improvement Fund, the necessary Project/Grant Chartfield Values for the project (Expenditure) and transfer the amount required under the agreement, limited to the federal caps, and the City Accounting Policy but not to exceed a 10 Percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
