Resolution to authorize acceptance and expenditure of a Flood Mitigation Assistance Grant from the Federal Emergency Management Agency. (DPW)

This resolution allows the Commissioner of Public Works to accept Flood Mitigation Assistance Grant funds from the Federal Emergency Management Agency (FEMA). The FEMA funds will be used for the preparation of a Flood Hazard Mitigation Plan. The FEMA funds will support 75% of the costs for the preparation of the plan and HUD funds will provide the 25% local share of the project. ________________________________________________________________________
BODY:
Whereas, The Department of Public Works has applied for and received two Flood Hazard Mitigation Grants from the Federal Emergency Management Agency (FEMA) for the acquisition of flood damaged properties and for floodproofing homes, and
Whereas, One of the requirements of accepting these grants is that the City of Milwaukee must prepare a Flood Hazard Mitigation Plan, and
Whereas, Funding is available for mitigation activities through the Flood Mitigation Assistance Grant Program and as authorized by Resolution 990019 the Commissioner of Public Works submitted a formal application for flood mitigation assistance funds to the Federal Emergency Management Agency (FEMA), and
Whereas, The grant application has now been approved by FEMA in the amount of $6,000 (as detailed below):
FEMA $4,500 Local Share $1,500; and
Whereas, Milwaukee County has by resolution File No. 98-657 allocated funds which it received from Housing and Urban Development (HUD) to the City of Milwaukee in the amount of $320,000 ($47,500 to the Valley Park neighborhood and $272,500 to the Lincoln Creek Neighborhood) to be used for the local share of flood proofing in the Valley Park area and to be used to supplement the City of Milwaukee's flood proofing and mitigation efforts in the Lincoln Creek Neighborhood; and
Whereas, The City of Milwaukee has already accepted these Milwaukee County funds by Resolution 981262 for the purposes designated by Milwaukee County and the funds are sufficient to fund the local share of this grant; and
Whereas, The operation of this 1999 Flood Mitigation Assistance Grant would cost $6,000 of which 100% would be provided by the grantors as follows:
FEMA $4,500 Milwaukee County HUD $1,500
Now, Therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept from the Federal Emergency Management Agency the Flood Mitigation Assistance Grant funds, designated to provide for the preparation of a Flood Hazard Mitigation Plan; and, be it
Further Resolved, That the Department of Public Works is authorized to expend the FEMA Flood Mitigation Assistance Grant funding ($6,000) for the preparation of a Flood Hazard Mitigation Plan; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit Funds within the Project/Grant Parent of the 1999 Special Revenue Grant and Aid Projects Fund the following amounts for the program/project titled 1999 Flood Mitigation Assistance Grant
Project/Grant Parent Grantor Share Project Grant GR000-9-000000 Fund 0150 Organization 9990 Program 0001 Budget Year (BY) 0000 Subclass R999 Account 000600 Project/Grant Total $4,500
2. Establish the necessary City Share Project Values; and, be it
Further Resolved, That the City Comptroller is authorized to create a Special Revenue Fund - Grant and Aid Projects and the necessary Project/Grant ChartField Values at the Project, Segment Phase and/or Activity Levels; and to budget to the Project, Segment, Phase or Activity Level the amount(s) required under the grant agreement(s); and, be it
Further Resolved, That these funds are budgeted for the Department of Public Works which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into contracts as may be required.
