Body

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) in partnership with the City of Milwaukee (lead applicant) received a $30 million Choice Neighborhood Implementation grant to transform the neighborhood between West Mill Road to the north, West Villard Avenue to the south, North 43rd Street to the east and North 76th Street to the west into a mixed income, mixed finance development; and

 

WHEREAS, the transformation of Westlawn will include the demolition of 394 public housing units that will be replaced with 515 new affordable apartments, which includes replacement of the 394 public housing units, on the former site of Westlawn, which is bounded by Sherman Boulevard (east), 76th Street (west), Silver Spring (north), and Lincoln Creek (south), and 2 city-owned foreclosures that will be acquired and rehabbed; and

 

WHEREAS, funding for the 708 affordable apartments will include low-income housing tax credits through the Wisconsin Housing and Economic Development Authority; and

 

WHEREAS, the HACM would like to maximize leveraging opportunities by submitting applications to the Federal Home Loan Bank for its Affordable Housing Program grants; now, therefore be it

 

RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that they hereby authorize and approve the submission of Affordable Housing Program grant applications to the Federal Home Loan Bank to support the HACMs mixed finance development of Westlawn; and, be it

 

FURTHER Resolved, that the Secretary-Executive Director of the Housing Authority of the City of Milwaukee, or his designee, is hereby authorized to execute any and all documents as they pertain to the Affordable Housing Program grants; and be it

 

FURTHER RESOLVED, that all acts previously performed, relative to this matter, by the Commissioners and the Secretary-Executive Director of the Authority, be and hereby are approved, ratified and confirmed in all respects.
