Title
Resolution relative to the application, acceptance and funding for the 2003 Consolidated Contract. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the 2003 Consolidated Contract from the Wisconsin Department of Health and Family Services in the amount of $1,613,133 with a city share of $392,804 and a grantor share of $1,220,329. The purpose of the contract is to continue programming in six service areas during 2003 under the Consolidated Contract allocations.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health and Family Services for the 2003 Consolidated Contract; and
Whereas, The operation of this grant project from 01/01/03 to 12/31/03 would cost $1,613,133 of which $392,804 (24%) would be provided by the city and $1,220,329 (76%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue -Grant and Aid Projects Fund, the following amounts for the project titled 2003 Consolidated Contract:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2003 grant budget funds for specific items of equipment;
3. Expend from the 2003 grant budget funds for training and out-of-town travel by departmental staff;
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance, C.C. File 020487, should be amended as follows:
