Substitute resolution relative to application, acceptance and funding of a Transportation Demand Management Grant/Schools.

ANLS:

This substitute resolution authorizes the Police Department to apply for, accept and fund a Transportation Demand Management Grant/Schools from Wisconsin Department of Transportation Division of Transportation Management in the amount of $26,089 with a city share of $6,089 and a grantor share of $20,000. The purpose of the project is to encourage that children walk to school rather than be transported by car, in newly created neighborhood schools.

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from Wisconsin Department of Transportation Division of Transportation Management for a Transportation Demand Management Grant to encourage that children walk to school rather than be transported by car in newly created neighborhood schools; and

 

Whereas, The operation of this grant project from June 15, 1998 to June 1999 would cost $26,089 of which $6,089 (23%) would be provided by the city and $20,000 (77%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to Wisconsin Department of Transportation is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled: Transportation Demand Management Grant/Schools

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;

 

3. Establish the necessary grant performance submeasures; and, be it

 

Further Resolved, That these funds are appropriated to Police Department which is authorized to:

 

1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Enter into subcontracts and leases as detailed in the grant budget.
