Title

Resolution relating to acceptance and execution and funding of a National Fish and Wildlife Foundation grant for the rehabilitation of an existing bioretention facility, and test the performance of several pilot soil amendments located near North 26th Street (extended) and West Canal Street, in the 8th Aldermanic District.

 

Analysis

This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept and fund a National Fish and Wildlife Foundation grant for the rehabilitation of a bioretention facility, and test the performance of several pilot soil amendments located near North 26th Street (extended) and West Canal Street in the City of Milwaukee in the amount of $350,000. 

 

Body

Whereas, In conjunction with the reconstruction of West Canal Street, and during or around 2006, a 1-acre bioretention facility and stormwater pump system was constructed north of the intersection of North 26th Street (extended) and West Canal Street; and

 

Whereas, Said bioretention facility receives storm water runoff from approximate 26 acres of West Canal Street and adjacent parcels; and 

 

Whereas, Green infrastructure, such as bioretention facilities, reduces the volume of storm water in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, Said bioretention facility is no longer functioning as originally designed and is need of rehabilitation; and

 

Whereas, The Department of Public Works desires to perform said rehabilitation and additionally improve the performance of the facility and provide an opportunity to install multiple soil profiles and soil additives and enhancements to test their performance in removing pollutants; and

 

Whereas, The Department of Public Works applied for and received a grant from the National Fish and Wildlife Foundation to help fund the proposed rehabilitation and performance improvement of the bioretention facility; and

 

Whereas, The City has previously received a Green Solutions grant (G98005P37) from the Milwaukee Metropolitan Sewerage District as described in Resolution 191138 in the amount of $458,440 for this proposed project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works, Infrastructure Services Division is hereby authorized to apply, accept, and execute grant funding for the projects from the National Fish and Wildlife Foundation under the terms specified above; and be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to accept and execute such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it

 

Further Resolved, That the National Fish and Wildlife Foundation funding agreement (0501.22.075067)  submitted to this file are hereby approved, and City personnel, including the DPW Commissioner, are authorized: (i) to cause the City to enter those documents in the same form, or in substantially the same form and substance, as have been submitted to this file; and (ii) to take such further acts as may be contemplated or required to be taken by the City there under so as to carry out the intent and purpose of this resolution and those documents; and, be it

 

 Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for these projects, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
