This resolution authorizes and directs the Department of City Development to prepare a Neighborhood Plan for the West Fond du Lac Avenue and West North Avenue area in the 7th, 10th and 17th Aldermanic Districts. It transfers $80,000 in funds from the Year 2000 Advance Planning Fund and $80,000 in funds from the Year 2001 Advance Planning Fund into a Subaccount to fund the preparation of the Neighborhood Plan. This resolution also provides authority for the proper City officials to enter into contracts or agreements to accomplish the preparation of the Neighborhood Plan.
BODY:
Whereas, The Department of City Development ("DCD") continues to prepare plans for areas within the City of Milwaukee ("City"); and
Whereas, On May 19, 2000, by File No. 000012, the Common Council of the City of Milwaukee ("Common Council") approved the plat of right-of-way for the improvement of West Fond du Lac Avenue between North 36th Street and North 19th Street; and
Whereas, On June 13, 2000, by File No. 000166, the Common Council approved the creation of a Fond du Lac Avenue Economic Development Program; and
Whereas, The improvement of West Fond du Lac Avenue between North 36th Street and North 19th Street scheduled for 2001 can serve as a catalyst for redevelopment if it is complemented by a master plan for the area; and
Whereas, State Senator Gary R. George and community organizations have requested that DCD prepare a master plan for the area, and community organizations have offered to assist DCD in preparing the plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of City Development is authorized and directed to prepare a Neighborhood Plan for the West Fond du Lac Avenue and West North Avenue area, including entering into contracts with qualified planning consultants in accordance with City procedures; and, be it
Further Resolved, That the proper City officials are authorized to enter into Cooperation Agreements, consistent with the terms outlined in Exhibit A (a copy of which is attached to this Common Council File), with community organizations for their assistance in the preparation of the Neighborhood Plan; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer the amount of $80,000 from the 2000 Advance Planning Fund parent account, Account No. UR01280000, and the amount of $80,000 from the 2001 Advance Planning Fund parent account, Account No. UR01280000, to Subaccount No. UR01280119 established for the preparation of the Plan; and, be it
Further Resolved, That the transfer of $80,000 from the 2001 Advance Planning Fund parent account is contingent on the approval of the 2001 budget for the Advance Planning Fund.
