Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Racial and Ethnic Disparities in Immunization Initiative Grant from the Centers for Disease Control through the State of Wisconsin Division of Health and Family Services in the amount of $37,461. The purpose of the program is to increase and improve influenza and pneumonia vaccination rates for adults 65 years of age and older in African American and Hispanic communities.  
 
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services for increasing and influencing influenza and pneumonia vaccination rates for adults 65 years of age and older in African American and Hispanic communities; and
 
Whereas, The operation of this grant program from 01/01/05 to 12/31/05 would cost $37,461 entirely provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program titled Racial and Ethnic Disparities in Immunization Initiative Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it
 
Further Resolved, That the Common Council directs that the 2005 Positions Ordinance, C.C. File 040459, should be amended as follows:

Delete:
 
(1)  Public Health Nurse (G)(DD)(X)
 
Add:
 
(1)  Public Health Nurse (G)(DD)(X)(H)
 
Add footnote (H) as follows:
 
To expire 12/31/05 unless the Racial and Ethnic Disparities in Immunization Initiative Grant is extended. Partially funds a Public Health Nurse position with remainder funded under the Immunization Action Plan Grant.
