8/14/2024	0	HOUSING AUTHORITY	ADOPTED; Minutes note: Jeanne Dawson, HACM’s Program Specialist, and Stephen Bauer, CEO of Guest House, summarized the documents of the proposed sale of the vacant lots located at 1237 and 1243 North 13th Street provided with the agenda. Ms. Dawson stated that the sale of the lots was also taken before the Resident Advisory Board (RAB) explaining how the land was already being used, and how the Guest House intends to use the two parcels to expand a neighborhood garden for the community. Ms. Dawson explained that after the discussions with the RAB, they supported the submission of the application, however, they requested that a plaque be put in place in memory of those buried in the area. Mr. Bauer explained that the gardens will be maintained by the Guest House and currently grow fruits and vegetables free to the community. He also stated that the Guest House received a grant to upgrade the garden which will allow for more above-ground garden beds. Mr. Bauer thanked the Board for their consideration and stated that they would do their best to be good stewards of the lots.	Pass	4:0

WHEREAS, the properties located at 1237 and 1243 N. 13^th St. are currently vacant lots and the Housing Authority has no intention of developing them in the future; and

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) owns and manages more than 4,000 units of low-rent public housing under the terms of an Annual Contributions Contract with the U.S. Department of Housing and Urban Development (HUD); and

WHEREAS, HUD allows Public Housing Authorities to submit Disposition applications to dispose of all or part of public housing structures and land in excess of what is needed to operate efficiently; and

WHEREAS, the Guest House homeless shelter is currently using the lots as a food garden and wants to purchase and improve the lots, and maintain them as a source of nutrition for those they serve; and

WHEREAS, the Secretary-Executive Director recommends supporting the submission of the Disposition application to HUD requesting permission to sell the lots at 1237 and 1243 N. 13^th St. to The Guest House; and

NOW THEREFORE BE IT RESOLVED, by the Housing Authority of the City of Milwaukee that the submission of the Disposition application to sell the vacant lots at 1237 and 1243 N. 13^th St. be approved; and, be it

FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to take any and all actions necessary to submit the Disposition application to HUD.
