Title
Substitute resolution authorizing the expenditure of the remaining fund balance of the Municipal Health Services Program - Program Income Account by the Milwaukee Health Department.
Analysis
This resolution authorizes the expenditure of program income of the Milwaukee Health Services Program by the Milwaukee Health Department (MHD). The income generated from this federally sponsored program is $368,000, which can be used to support existing public health initiatives.
The MHD proposes to provide the Milwaukee Aids Initiative an award of $222,000 to continue its operations in 2009. The MHD further proposes to extend the activities of the Plain Talk Program to educate parents in providing effective guidance to their children about sexuality with $115,000 in funding. The remaining $31,000 has been designated for increased Medicaid billing which generates additional income allowing the MHD to extend health services to individuals and families that may not otherwise have access to health care and health information.

Whereas, The Milwaukee Health Department has generated program income estimated at $368,000 from the Milwaukee Health Services Program (MHSP) activities; and
Whereas, The MHSP has ended after 11 years of operation during which time this program income was generated; and
Whereas, The Milwaukee Health Department proposes the use of the MHSP program income for the following Health Services Initiatives:
Milwaukee Aids Initiative $222,000
Plain Talk Program $115,000
Expanded Medicaid Billing Effort $ 31,000
; and
Whereas, Grant regulations permit the use of program income for program-related activities; and
Whereas, The proposed expenditure of these funds will further significant public health initiatives affecting the population served by the Milwaukee Health Services Program; and
Whereas, The Milwaukee Health Department will communicate the use of this program income to the MHSP awarding agency prior to expenditures; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Health Department is authorized to use the program income for the stated initiatives as delineated in the budget and the letter of the Commissioner contained in this file, and subject to communication with the awarding agency; and, be it
Further Resolved, That the Milwaukee Health Department shall submit a detailed budget reflecting use of this remaining MHSP program income to the Office of the City Comptroller for review and approval; and, be it
Further Resolved, That the City Comptroller shall take such action as may be necessary to establish accounts and assign values consistent with the purposes of this resolution providing for expenditure of the authorized funds for 2009 activities; and, be it
Further Resolved, That the Positions Ordinance be amended as follows:
