Substitute resolution approving amendments to an existing contract with Standard Insurance Company to provide long term disability insurance to certain City employees participating in the long-term disability benefit program.

This substitute resolution authorizes the City to enter into an amendment to an existing contracts with Standard Insurance Company to provide long term disability benefits to certain participating City employees. Four amendments are authorized by this resolution: (1) An amendment providing that for employees who are members of District Council #48 and who are seasonallly laid off to the streets from Thanksgiving to March, time credited toward the policy limitation on pre-existing conditions will be added until they have been insured for a total of 12 months, rather than 12 consecutive months; (2) An amendment providing that employees who are members of both District Council 48 or Local #61, or employees who are members of District Council #48 and a non-District Council #48 union, are to be covered by the policy throughout the year; (3) a "Survivor Benefit" to be added to the policy at no cost to the City; and (4) affiliated non-city employees and their respective employers in HACM, RACM or MEDC to purchase long-term disability insurance from Standard Insurance at no cost to the City, and authorizing the City to enter into a cooperation agreement with HACM, RACM, and MEDC to facilitate their purchase of such insurance.

 

BODY:

Whereas, The Department of Employe Relations, Employe Benefits Division, has recommended four amendments to the existing policy of insurance between the City of Milwaukee and Standard Insurance Company, Group Policy No. 626556-A (the "Group Policy"), under which long-term disability benefits are provided to eligible City employes, with such amendments to be effective as of January 1, 1997; and

 

Whereas, The Department of Employe Relations, Employe Benefits Division, has received requests from the Housing Authority of the City of Milwaukee (HACM), the Redevelopment Authority of the City of Milwaukee (RACM), and the Milwaukee Economic Development Corporation (MEDC) to allow their employees to obtain coverage under the Group Policy; and

 

Whereas, The recommended amendments to the Group Policy are as follows: (1) An amendment providing that for employees who are members of District Council #48 and who are seasonally laid off to the streets from Thanksgiving to March, time credited toward the policy limitation on pre-existing conditions will be added until they have been insured for a total of 12 months, rather than 12 consecutive months; (2) An amendment providing that employees who are members of both District Council 48 or Local #61, or employees who are members of District Council #48 and a non-District Council #48 union, are to be covered by the policy throughout the year; (3) a "Survivor Benefit" to be added to the policy at no cost to the City; and (4) An amendment permitting affiliated non-city employees and their respective employers in HACM, RACM, and MEDC to purchase long-term disability insurance from Standard Insurance at no cost to the City; and

 

Whereas, It will be necessary for the City to enter into a cooperation agreement with HACM and RACM, and an agreement with MEDC, to permit the participation of their employees under the Group Policy; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the amendments to the existing policy of insurance between the City of Milwaukee and Standard Insurance Company, substantially in the form attached to this file, with such revisions as may be required by the City Attorney, are approved, such amendments to take effect as of January 1, 1997; and, be it

 

Further Resolved, That the intergovernmental cooperation agreement between the City, HACM and RACM, substantially in the form attached to this file, with such revisions as may be required by the City Attorney, is approved; and, be it

 

Further Resolved, The proper City Officers are authorized and directed to enter into such agreement on behalf of the City; and, be it

 

Further Resolved, That the agreement between the City and MEDC, substantially in the form attached to this file, with such revisions as may be required by the City Attorney, is approved; and, be it

 

Further Resolved, The proper City Officers are authorized and directed to enter into such agreement on behalf of the City.
