This resolution authorizes the Milwaukee Police Department to accept and fund a GREAT Grant from the U.S. Bureau of Alcohol, Tobacco and Firearms in the amount of $362,812 with a city share of $104,062 and a grantor share of $258,750. The purpose of the project is to reduce gang activity and contribute to achieving the Department's citizen satisfaction objectives. This is a continuing grant. No position authority is contingent on the grant.

BODY:

Whereas, Under the terms of Cooperative Agreement #95699040, the City of Milwaukee appears to be eligible for grant funds from the U.S. Bureau of Alcohol, Tobacco and Firearms for a GREAT grant; and

 

Whereas, The operation of this grant project from January 16, 2000 through January 15, 2001 would cost $362,812 of which, $104,062 (29%) would be provided by the city and $258,750 (71%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Bureau of Alcohol, Tobacco and Firearms is authorized and the Police Department shall accept this grant without further approval unless the terms of this grant change as indicated in Common Council File 940843; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2000 Special Revenue-Grant and Aid Projects, the following amounts for the project titled the GREAT grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3. Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Expend from the 2000 grant budget for specific items of equipment;

 

3. Expend from the 2000 grant budget for training and out-of- town travel by departmental staff; and

 

4. Enter into subcontracts and leases as detailed in the grant budget.
